국문 초록

지식기반 사회가 도래하면서 공공기관 뿐 아니라 사기업에서는 경쟁력을 높이기 위해서 정보를 확산하고, 공유하며 활용하는 지식경영에 많은 관심을 가지고 있다. 경찰에서 정보관리는 정보화 사회에서 경찰조직이 직면하고 있는 경쟁력 강화와 복잡하고 다양한 경찰업무의 현안을 해결하기 위한 가장 핵심적이며 필수적인 관리방식이다. 전통적 경찰개념 속에서 경찰은 보안, 비밀, 통제, 정보 차단, 보수, 명령, 권위, 폐쇄적 조직문화 속에서 기관장을 중심으로 수동적인 정책결정과 집행으로 경찰공무원 개인간 혹은 부서간의 정보의 단절과 소극적인 정보교류 속에서 업무를 수행해 왔다. 하지만 현대사회에서 개인 및 부서 간의 개방적이고 빠른 정보교류는 개인과 조직 간의 신뢰형성에 필수적이며 적시에 명확하고 정확한 정보교류는 예측 불가능한 경찰의 업무를 수행하는데 효율적이다. 나아가 적극적인 정보교류는 개인 및 조직에 대한 신뢰와 애착에 긍정적인 요인으로 작용하여 신속하고 정확한 업무처리로 이어져 경찰조직 발전 전반에 영향을 미치는 기본적인 요소라 할 수 있다. 따라서 경찰조직에서 개인과 부서간의 정보교류에 대한 실태를 현장인식을 중심으로 분석 결과 개인 간 정보교류에 대한 인식 실태는 전반적으로 부정인식이 모두 10%를 상회하는 것으로 나타났으며 부서 간의 정보교류에 대한 인식 실태 역시 부정인식이 평균 15%를 상회하는 것으로 나타났다.

영문 초록

the advent of knowledge-based society, not only public organizations but also private companies are interested in knowledge management, which spreads, shares and utilizes information to increase competitiveness. Information management is one of the common management methods used to not only enhance the competitiveness of police organizations but also to address complex and diverse police duties. In the past, police have been conducting passive policy decisions around the director of the agency amid security, secrecy, control, information blockage, remuneration, orders, authority and closed organizational culture, and have been working in a situation where exchanges between police officers and individuals or departments have been cut off. However, from entering modern society, the exchange of information between individuals and departments is essential to building trust between individuals and organizations. In addition, accurate information exchanges are effective in carrying out unpredictable police duties. In addition, active information exchange serves as a positive factor for trust and attachment to individuals and organizations, and is a fundamental factor that can lead to rapid and accurate processing of work and lead to the development of police organizations. Thus the police organization s analysis of the status of information exchange between individuals and departments found that there were more than 10 percent of police officers who thought negatively about the information exchange between departments, and more than 15 percent of police officers who thought negatively about the information exchange between departments.
