국문 초록

경찰은 국민의 생명, 신체 및 재산을 보호하고, 공공의 안녕과 질서를 유지하는 가장 기본적이면서 중요한 업무를 수행하는 국가기관이다. 이러한 경찰의 활동은 국민 생활과 기본적 인권에 직접적인 영향을 미친다는 점에 비추어 볼 때 경찰공무원에 대한 사기관리는 매우 중요한 문제라 할 수 있다. 인적자원관리에 있어 보수는 기본적 요소에 해당하며, 우수인력을 확보하고 유지하는데도 결정 적 영향을 미친다. 이러한 보수의 합리성을 결정하는 요소로는 공정성의 확보가 필수적이라 할 수 있으며, 직무의 책임, 위험성, 난이도 등 직무의 특수성이 반영되어야 한다. 그러나 우리나라 경찰공무원의 보수는 유사 직무를 수행하는 다른 조직과 비교해 볼 때 외부적 공평성이 결여되어 있다. 이러한 경찰공무원의 봉급 및 수당과 관련한 보수체계상의 문제는 우수한 인재를 모집하였음에도 불구하고 근무의욕과 사기를 저해하여 경찰서비스의 질을 낮추는 요인으로 작용할 수 있다. 경철서비스의 저하는 곧 국민의 삶의 질과 연관된다는 점에 비추어 볼 때, 경찰공무원의 보수체계상 문제점은 개선할 필요가 있다. 이에 본 연구에서는 현행 우리나라 경찰공무원 보수체계를 분석하여 외부적 공정성이 결여된 기본급, 직급의 세분화에 따른 내부적 공정성 저해 및 규정의 미비 등 경찰공무 원 보수체계상 문제점을 고찰하고, 그에 대한 합리적 개선방안을 제시하였다.

영문 초록

The police are the state organs that perform the most basic and important tasks of protecting the lives, bodies and property of the people, and maintaining public well-being and order. In the point of view this importance, the police should be given remuneration commensurate with the task s specificity, such as its responsibilities, risks, difficulty and urgency. In reality, however, the police are not paid enough to meet the responsibilities and difficulties of their duties, and even lower than ordinary or public security officials with lower responsibilities and difficulty levels than the police in light of their job characteristics. Such problems with the remuneration system related to the salaries and allowances of police officers may be a factor that undermines the quality of police service by discouraging the desire to work, development of capabilities and morale despite the recruitment of excellent personnel. Given that the decline in light rail services is related to the quality of life of the people, the problem with the conservative system of police officials seems to have a sufficient need for improvement. The issue of the realisation of police officers pay is directly affecting police officers morale, and it is imperative to improve to implement policing policies that meet the needs of the people and to raise the quality level of policing services. In this study, we analyzed the current police officers remuneration system and examined problems in the police officers remuneration system, such as the basic salary lacking external fairness and the lack of internal fairness and the lack of regulations according to the level of rank, and suggested reasonable improvement measures for them.
