경비지도사제도 개선논의의 핵심 쟁점과 발전방안

국문 초록

지역의 안전관리자라 할 수 있는 경비지도사는 경비현장에 배치된 경비원들에 대한 지도와 감독, 그리고 교육의 직무를 수행하는 사람이다. 경비업법령에따라 현재 경비지도사 자격을 취득한 사람은 19,980명, 전국 경비현장에 선임․ 배치된 경비지도사는 5,631명에 이르고 있다. 그러나 경비지도사제도는 법제도 시행 후 환경변화에 따라 일부 법령 개정을 하고 있으나, 현재까지도 개선해야 할 많은 문제점들이 업계와 학계를 통해서 지속적으로 제기되어 왔다. 따라서 본 연구에서는 제도가 도입된 지 20년이 훨씬 지나온 시점에서 그동안 논의되어온 경비지도사제도 개선의 핵심 쟁점과 발전방안을 분석․제시하고자 하였다. 경비지도사제도 개선논의의 쟁점과 발전방안은 크게 자격시험(시험과목, 응시 연령, 평가, 출제 기준, 1차 시험면제 등의 혜택, 시험 시기, 등급화, 합격자 인원 규모), 교육(교육시행, 교육기관, 교육환경, 교수역량, 교육과정, 교육내용과 방법, 교육대상자, 교육평가 등), 선임․배치(선임․배치 기준의 강화, 경력자 신임․배치, 경비업계의 인식 전환 등), 운영(직무수행, 경비지도사 역량, 비상근 운영, 결격사유 등), 행정 및 행정처분(행정사항, 행정지도, 행정처분등), 경비업체의 노력, 경비지도사협회 등이었다. 이 영역들에 대해서는 앞으로도 미시적인 접근을 통해 많은 합의의 과정을 거쳐 경비업법령의 개정으로 이루어져야 한다.

영문 초록

Security instructors, the security managers of the regions, are the persons who provide guidance, supervision and education to security guard assigned across the country. Currently, there are 19,980 holders of the certificate of security instructor and 5,631 security instructors that have been appointed and assigned to the security sites nationwide. The security instructor system has revealed many problems constantly as pointed out by the industry and academic circulates although amendment has been made to the law in part amid the changes in the environment since the law came into force. Thus, this study was intended to analyze key controversial issues over the improvement of security instructor system and present the measures for development, all of which have been discussed thus far more than 2 decades later since the security instructor system was introduced. The key controversial issues over the improvement of security instructor system are largely related to the qualification examination, education, appointment and assignment, operation, administration, administrative disposition, effort of security businesses, security instructor association, etc. Consensus needs to be reached on those key controversial issues in the period ahead, leading to amendment of the Security Services Industry Act.
