우리나라 재외동포 교육정책의 변천 과정

국문 초록

재외동포교육은 1900년대 초반부터 시작되었지만, 그것에 대한 정부의 지원은 1950년대 중반부터 정치적 의도에서 시작되었으며, 1970년대에 들어와서는 경제적 효과에 초점을 두고 재외동포 교육정책을 수립하여 추진하였다. 정부의 재외동포 교 육정책이 그러한 관심에서 벗어나 재외동포의 현지 적응과 민족 정체성을 확립하는 방향으로 나아가기 시작한 것은 1990년대 이후의 일이다. 정부는 실지로 1990년대에 들어와서 재외동포교육을 지원하기 위한 여러 가지 정책과 법률을 본격적으로 마련 하고 한국어를 중심으로 한 재외동포교육을 이끌었다. 그리고 정부는 2000년대에 들 어와서 한국어세계화재단 설립, 국어기본법과 재외국민의 교육지원 등에 관한 법률 제정 등을 통해서 1990년대의 재외동포 교육정책을 한층 더 강화하고 있다. 물론, 정 부의 그러한 노력이 소기의 성과를 거두기 위해서는 중복된 정책 제거, 정책의 연계 성과 효율성 도모, 한글학교를 비롯한 민간 교육기관에 대한 지원 확대, 외국 정부와 의 소통 강화, 상호 존중의 입장에서 한국어와 한국문화의 해외 전파 등 당면한 과제 를 해결하는 일이 요구되고 있다.

영문 초록

We have been practicing the education for overseas koreans since 1900. However, the korean government had not been giving support to it until at least the early part of 1950. The support began in the middle of 1950 with intent to oppose against anti South Korean propaganda by North Korean residents league in Japan. And the direction shifted from political to economical in the 1970 s. In the 1990 s, the korean government had been changing its intentions again. That is to say, the focus of educational policy for overseas koreans was re-established to form the racial identities to them out of the external intentions of that time. So, to fomulate the laws and acts of it became serious by the government. Especially, korean became better as the head of contents for education of overseas koreans. History and culture is embodied in language, and language is a tool to hand it to them. In the 2000 s, the korean government gave emphasis to formulate the educational policy for overseas Koreans continuously. It is the exemplar of the government s efforts to found The Foundation of Korean Globalization and to establish The Act on the Korean Development and The Act on the Educational Support, etc. for overseas Koreans . However, the korean government has to solve many problems to realize the anticipated results below: avoiding overlapping policies, systemizing the policies, enlarging the governmental supports to overseas educational institutions, building up with communicating systems between the korean government and foreign countries.
