국문 초록

한국은 90년대에 OECD에 가입하는 가파른 경제성장과 과거 20년이상 평화로운 정권교체를 이룬 민주화 성과에도 불구하고 경제적, 사회적 양극화와 OECD 국가중 최고의 자살율로 대표되는 사회적 불안이 팽배한 상황을 경험하고 있다 이러한 격동기현상은 80년대 이후 전 세계적으로 더욱 심화된 자유주의 시장경제 체제하에서 IMF 관리체제를 시발점으로 하여 흔댁은 대기업 중심의 기존의 경제체제가 대요P없이 개편되어 전체적인 고용불안 및 사회적 화홀벼|계의 붕괴가 가속화되는 동시에 시민사회의 발전으로 불만의 표출이 다변화되고 구체화된 상훌뻐서 더욱 극명하게 나타나고 있다 이같은 상황은 세계2차대전 이후 서방 선진국이 경험했던 내재된 자유주의 (embedded liberalism) 비견될 수 있다 19세기말과 20세기 초 자유무역으로 구현된 세계화는 빠른 경제성장을 주도한 반면 사회에 미치는 변화요소의 부정적 영향 때문에 사회구성원이 느끼는 불만과 불안요소가 커져 미국과 유럽의 각 정부는 사회적 협2,1 을 기초로 한 평형점 찾기에 고심히케 되고 그 결과가 디|국 과 유럽에서 나타난 다S딴f 사회복지 정책과 정부형태의 변형이라고 볼 수 있다 이와 같은 역사적 선례를 바탕으로 그리고 흔댁의 독특한 발전역사를 감안해 볼 때, 효백대기업의 기업의 사회적 책임 (CSR) 노력은 흔댁특유dml 자본주의와 복지국가 형태를 가름하여야 할 갈림길에서의 역할로서 정의되어야 하고 또한 정부의 역할도 밍년전 서국가들의 고민과 유사하게 세계화 및 자유무역의 외부요소와 사회적요소의 조호}를 추구하는 방향으로 바뀌어 중간자와 균형자의 역할을 감해야 효H파 01러한 노력은 사회구성원간의 공길때에 따른 공동노력이 되는 것이 바람직하다

영문 초록

Korea has experienced a fast economic e, jning the Organization for Economic Co-operation and Dεvelopment (OECD) in 1 996, and achieved peaceful transitions of power for the past 21 years, indicating that democracy has taken a solid root. However, this twin-success is tempered by the highest suicide rate in OECD counπies and rising tensions among constituents of the society on social issues. The Korean economic corporate system, exemplified by the conglomer. working closely with the government and including a tacit understanding of pro찌ding jobs and opportuniti to small-tc←midsize enterprises (SMEs ), was restructured throu생1 the external shock of the Asian financial αisis and the IMF bail-out conditions, causing joblS growth and growing resentment towards big companies and the government. With a thriving civil society’ Korea has entered a stage very similar to the embedded liberalism era that western countries have gone through after World War ”’ seeking to balance liberal economic forces with the social and domestic agenda. ie dynamics of the embedded liberalism, combined th Korea’s tumultuous historical background, present a set of particular challenges to big businesses and the government. In an 6ort driven country dominated by big companies, the Korean Conglomerates throughout history have been viewed both as the champions of the Korean miracle and also as villains that block further progress. Now, the corporate sector has to present its case as a responsible member of society throu heigh1ed Corpe Social Responsibility (CSR) efforts, conscious of the historical role it is well advised to play. Likewise, the government should focus on establishing and maintaining a balanced society that is more respectful of the social agenda and provides ample opportwlities to SMEs and to the seπice seαor as well, while managing the glob chlenges that affect its ability to manage the balance.
