The basic objective of the Korean-style model technopark project is to make use of human resources, facilities and supporting services that universities and research institutes possess, to apply those advantages to technological development and new products in small businesses, and to promote both a rapid growth of technology and an inauguration of technology-based businesses through marketable technological ideas. The planning characteristics of Korean-style technopark follow; First, In the matter of location, the university-led technopark is located in a small to medium sized town, a university town or an existing advanced scientific and industrial complex, while the government-led technopark is located in a densely industrial region near the national capital. Second, In terms of major functions and business details, TBI·TIC and information infrastructure projects have priorities in incubating and fostering small and medium sized innovative technological businesses. Third, in terms of scale and spatial concepts, the new-complex type technopark is larger than the university campus and existing complex types, while the government-led technopark is a concentrated type and university-led technopark is either a concentrated or a divided type. Fourth, participating organizations finance their projects through both investment and government support. However, for the long term technopark project, the five-year support plan of the government is expected to be too short. Since the technopark project is a very long-term project, local government or university-led technoparks will face limits to longterm investment. Fifth, in terms of organizational subject models, the model technopark projects take two forms: the university-led type and the local-government-led type. However, actual project operation is managed by multiple subject types of corporate foundations. The lack of experience and expertise in operations and the methods of reaching agreement in policy decisions both create limits for leadership performance. Desirable policy directions for the successful organization and operation of Korean-style model technoparks follow. First, strong cooperation among industry, university, local society and governments, and clear division of roles among participating institutes should be developed. Second, for more effective and stronger implementation of the project, university or local governments need to be major operating subjects. There may also be use of a core leading organization that will attract closer cooperation among all the participating subjects. Third, strategic specialization of industrial category and function is required. The model technopark project should be developed as specialized technoparks that will intensively develop major advanced industries competitively in each region, not simple and vague advanced industrial complexes. Also, functional specialization of technoparks should be implemented. Fourth, demand-focused management is required. Particularly, the achievement of general systems is essential to fully reflect the operations and evaluations of the technoparks: which companies require satisfaction of such needs as financial, human resources, product and technology developments, new-product marketing, and governmental services and regulations. Finally, new long term systems for estimating the pervasive effect on regional economy is also needed. Since the ultimate goal of the technopark is to enliven both regional economy and national competitiveness, new estimative measures should be prepared with a long-term point of view. To achieve this goal, specialized systems should replace the existing, standardized evaluating criteria and methods.
