영문 초록

Growth management still remains an ambiguous concept even in the U. S. where planners have now more than two decades of experience with growth management programs. It is frequently misused as meaning growth control, with no distinction between local and state government programs made. A common denominator shared by the people concerned with growth management is identified: issues and interests in growth management should be differentiated between local governments and state governments. At the local level, growth management is a land use planning tool which is designed to regulate the location, timing, or rate of community growth, whereas state initiatives are concerned with the area-wide issues, filling the gap between state environmental regulation, regional planning, and scattered and inconsistent local growth management efforts. A wide array of local programs can be grouped as adequate public facilities standards, phased growth programs, urban growth boundaries, rate-of-growth programs, and make growth pay its own way. On the other hand, state growth management programs have three major components, including the plan submittal and review requirements, integrated planning requirements, and state interventions in local growth control processes. A number of lessons can be induced from the examination of growth management programs in the U. S. To render local growth management feasible, it is required to increase the discretion of local jurisdictions and promote a democratization of the planning decision process. At the provincial level, required are an active intervention into local affairs and an integrated evaluation of developments on the part of provincial governments.
