영문 초록

National Trust (=NT) is a civil voluntary movement for permanent preservation of environmentally sensitive land and cultural heritage assets through purchasing legal rights over either their ownership or use. NT movement emerged in England in 1895, with an ideological or philosophical orientation towards the public or civic ownership of nature and cultural assets which are worth being shared among contemporary as well as future generations. The most critical means of NT movement is citizens` voluntary contribution of some of their financial resources to the purchase of to-be-preserved land, biological species, cultural heritages, landscape, buildings and so on, thereby keeping them out of personal profit-seeking use. This fashion of civil movement is characteristically proactive and positive in nature, as compared to the conventional civil movement which tends to be resistant and negative. Hence NT movement can be taken as an alternative civil movement through which citizens play an active role in preserving nature and cultural environment without a significant help from government. It is therefore viewed that NT movement has potential for an effective device of citizens` voluntary participation in the processes of local development in Korea.
