영문 초록

Since 1992 when the local autonomy system was introduced into Korea the central government has been tightly controlling the revenue and capital expenditure of local governments. In line with this, one scheme, prior review of local governments financial investments and loan has been operating, When controls on local government`s financial investments and loan were first introduced, the clear intention was to ensure that public money was used with probity. This study aims to examine the current conditions of the prior review system for local governments` financial investments and loan and to explore the ways in which local governments can manage local finance effectively and efficiently. The problems facing the prior review system are summarizes as follows. First, the methods and techniques for examining the vailidity of individual project are not based on the scientific ones; second, the selection process of the projects to be reviewed is not clear; third, the characteristics of individual local government are not properly considered during the review process; fourth, the review process is lacking in objectivity; fifth, the review experts in each local government are not available enough; finally, sixth, the review process is formal, not practical, in many cases. To handle the problems ahead, central and local governments concerned should be able to: · apply the relevant and objective criteria to the individual project · develop the scientific and systematic model for reviewing project so that the whole review process is operated on the basis of fairness and credibility. · develop staff to embrace professional methods and approaches necessary for effective review.
