국문 초록

1949년 7월 지방자치법이 공포되었으나, 실질적인 지방자치는 1995년 6월에 본격적으로 시행되게 되었다. 중앙과 지방의 격차가 더욱 심해지는 오늘날의 지방자치의 현실에서 민주주의의 실질화와 지방자치의 발전을 위해서는 지방의회의 역할은 더욱 크다고 할 수 있다. 지방의회의 문제점을 지방의회 의원들이 발의한 조례의 내용을 중심으로 분석하여 그 발전적 방향을 제시하고자 한다. 보다 발전된 내용을 위한 몇가지 개선점을 제시하면 다음과 같다. 첫째, 주민의 적극적인 관심과 참여를 유도하여 의회발전을 모색하고, 지방의회의 장기적 발전을 위해서 조례 제개정 작업에 대한 입법지원체계가 확립되도록 하여야 한다. 둘째, 무분별한 지원조례, 급부행정조례를 막기 위해서 의회에 비용관련서류를 첨부하는 등의 제도적 장치가 필요하다. 또한 효과적인 조례제정을 위한 노력과 방대한 위원회규정을 두고 있는 내용에 대한 정비가 필요할 것이다. 셋째, 지역경제활성화가 지방자치의 발전과 직접적인 연관성을 가지므로, 단순한 국가적 지원에 대한 노력이 아니라 스스로 지역경제활성을 위한 노력을 하여야 한다. 넷째 지역의 전문가집단과 지역주민 등이 모두 적극적으로 참여할 수 있고 운영될 수 있는 실질적인 제도적 장치를 마련되어, 지방의회의 자발적 노력이 있어야 한다.

영문 초록

Second, indiscriminate support costs related documents attached to the Congress in order to prevent the Benefits Administration Ordinance, Ordinance, and institutional arrangements are needed. Effective ordinance enacted for effort and vast Commission regulations based on maintenance will be needed. Third, the kind of direct relevance to the development of the local government and the local economy, so efforts for regional economic activity themselves, but should be simple to support national efforts for.
