국문 초록

이 연구는 교육행정과 관련된 조선시대 지방관의 책무, 즉‘학교흥(學校興)’에 주목하여 그 배경과 내용, 구체적인 시례를 분석하고 교육행정적 의미와 시사점을 도출하는데 목적이 있다. 조선시대에‘학교흥’이 지방관의 책무가 된 직접적인 배경은 지방관이 관할하는 관학(官學)으로서 향교가 전국적으로 건립, 운영되었다는 점으로 볼 수 있다.‘학교흥’은 『경국대전』에‘수령7사(守令七事)’의 하나로 확립되었고, 지방관의 평가 항목과 주요 업무로서 강조되고 실행되었다.‘학교흥’을 통해 조선시대 지방행정에서 교육행정의 비중과 위상을 확인할 수 있으며, 지방관에 대하여‘교육행정가’이자‘교육자’라는 역할 기대를 보여주고 있다.

영문 초록

This study aims to analyze the backgrounds, contents and cases concerning the accountability of local governor related in educational administration, focusing Hakgyohweing(prosperity of school), and to draw meanings and implications in educational administration. The historical record of establishing and managing ‘Hyanggyo’ in a nationwide from ‘Goanhak’ (the government school or public school) in Chosun Dynasty shows a direct background of which the ‘Hakgyohweing’ is given for the accountability of local governor. In ‘KyungkookDeajun(a low book in Chosun dynasty)’, ‘Hakgyohweing’ is recorded as one of ‘Suryung-7-sa’(7 job duties of local governor) of local governor which is forced as the item to be evaluated and major job duties. The record of ‘Hakgyohweing’ also shows the status and importance of educational administration in the local government, and assumes that the central government expect local governor to take roles of educational administrator as well as educator.
