1992년 한중국교정상화 의의에 관한 재고찰

국문 초록

본 논문은 1992년 한중국교정상화 의의를 현시점에서 전면적으로 재고찰하는 데 목적이 있다. 1992년 8월 24일, 한중 양국은 과거 수십년간의 적대적 관계를 청산하고 외교관계를 공식으로 수립하였다. 그 후 양국관계는 정치, 경제, 사회, 문화, 군사, 안보 등 여러 영역에서 ‘외교사적 기적’이라고 할 정도로 비약적인 발전을 이룩하여 왔다. 2008년 이명박 대통령의 방중과 후진타오 중국 국가주석의 방한을 계기로 양국 정상은 한중관계를 ‘전면적 협력동반자 관계’로부터 ‘전략적 협력동반자 관계’에로 격상시키기로 합의하였다. 2012년은 한중수교 20주년이 되는 해이다. 이를 기회로 양국 관계의 교류와 협력은 보다 활성해질 것으로 전망된다. 그러나 2009년에 발생한 제2차 북핵 실험, 2010년의 천안함침몰사건 및 연평도포격사건 등으로 인하여 한반도 정세가 악화되었으며, 이로 인하여 한중관계도 상당히 심각한 영향을 받고 있다. 따라서 국교정상화 이후 한중관계 20년을 회고하고 금후 20년을 전망하기 위해서는 1992년 한중국교정상화 의의에 대하여 재고해 볼 필요가 있다. 특히 한중국교정상화에 있어서 중국의 의도를 정확하게 분석하는 것은 오늘날 중국의 대한국 정책, 나아가 한반도 정책을 이해함에 있어서 매우 중요한 연구 작업이라고 할 수 있다. 본 연구는 한중국교정상화 의의를 전면적으로 고찰하기 위해 국교수립에 있어서 중국의 전략 및 의도를 집중적으로 조명해 볼 것이다. 또한 국교정상화의 의의에 대하여 한중수교 이후의 한중관계 및 북중관계의 구조 변화, 즉 중국과 한반도와의 전반적인 관계구조 변화에 초점을 맞추어 분석할 것이다. 이와 동시에 20년간의 회고를 통하여 현단계에 있어서 중국과 한반도와의 관계 위상에 대하여 제시하고자 한다.

영문 초록

This paper tries to reassess the significance of the 1992 normalization of relations between Korea and China. The two countries have made rapid progress in various area including politics, economy, culture, etc. since the two countries established formal diplomatic relations on August 24, 1992, to such an extent that the progress was viewed as ‘a diplomatic miracle’. President Lee Myungbak had a summit with China President Hu Jintao and agreed to upgrade bilateral relations from an existing ‘all-round cooperative partnership’ to a ‘strategic cooperative partnership’ in the wake of his visit to China in May 2008 and Hu Jintao’s return visit to Korea in August 2008, 2012 is the 20th anniversary of normalization of Korea-China relations. Making the most of it, more active exchanges and cooperations between two countries are expected. However, a recent series of incidents, including the 2009 2nd nuclear test, Cheonan sinking incident and Yeonpyeongdo fire incident in 2010, deteriorated situation around Korea and the relationship between two countries has been very seriously affected. In order to make an accurate estimate of Korea-China diplomatic relationship for another 20 years, it is necessary to examine the significance of the 1992 normalization of two countries and the process of cooperation for the past 20 years. Understanding the China’s intention of establishing two nation’s diplomatic relationship is the important task to understand China’s policy toward Korea and Korean Peninsula. This study examines China’s strategy and intention of normalizing the relationship between two countries and focuses on the change of Korea-China relations and South-North Korea relations since the 1992 normalization. In addition, this paper tries to provide right directions for the future relationship between Korea and China, based on the in-depth examination into results so far achieved.
