근대 초기 회의 규범의 수용과정(1)

국문 초록

윤치호의 『의회통용규칙』은 국내 최초의 근대적 말하기 교육서이다. 그럼에도 불구하고 협성회와 독립협회를 결성하고 연설과 토론의 대중교육에 앞장섰던 서재필의 그림자에 가려 전혀 관심을 받지 못하고 있는 실정이다. 이처럼 『의회통용규칙』에 대한 학문적 조명이 전혀 이루어지지 않은 까닭에 본고에서는 우선 일차적으로 출간 배경과 『의회통용규칙』에 나타난 회의 규칙과 용어가 번역된 양상을 살펴보았다. 『의회통용규칙』은 의회설립운동이 본격적으로 전개되기 시작했던 1898년 4월에 출간되었다. 이후 『의회통용규칙』은 다양한 매체에서 재수록과 재생산되는 과정을 통해 우리 사회에 회의 규범이 뿌리내리는 단초를 마련했고, 아울러 1907년 신민회를 중심으로 군주제 폐지와 공화국 건설을 통한 국권회복운동이 펼쳐지는 발판이 되었고, 독립투쟁기에 전개됐던 의회정치의 근간을 형성했다는 의의를 지닌다. 윤치호의 『의회통용규칙』은 전 세계적으로 회의 규칙을 보급하는데 크게 공헌한 Pocket manual of rules of order for Deliberative Assemblies을 초역한 것으로, 회를 조직하고 운영하는 방법, 회의를 진행하기 위해 알아야 할 세부적인 규칙과 규정을 총 7장으로 나누어 담고 있다. 일본에 의해 번역된 근대(translated modernity)를 통해 우회적으로 서구의 문명을 도입하는 중역의 방식을 취했던 당대 대부분의 지식인들과 달리 윤치호는 서구의 원전을 직접 수용하는 직역의 방식을 취했다는 점에서 독보적이다. 이런 점에서 『의회통용규칙』은 일본에 최초로 회의 규칙을 보급했던 후쿠자와 유키치의 『회의변』에 상응되는데, 직역을 택했던 윤치호와 달리 후쿠자와 유키치는 일본의 풍토에 부응하여 서구의 원전이 지닌 뜻을 살리면서도 당시 인민들이 쉽게 이해할 수 있는 선에서 의식적인 의역의 방식을 택했다는 점에서 대조를 이룬다. 『의회통용규칙』은 이후 1910년대 잡지와 신문, 말하기 교육서에 지속적으로 재수록되면서 국민들에게 회의 규범을 널리 보급ㆍ확산시키는 역할을 담당했다. 이 과정에서 윤치호의 『의회통용규칙』은 새롭게 각색되고 변주(變奏)되었고, 1919년 독립운동을 기점으로 의회정치가 불붙으면서 회의 규범에 대한 논쟁의 한 가운데 놓이게 되었다. 이에 대한 구체적인 논의는 다음의 과제로 남겨두고자 한다.

영문 초록

Yun Chi-ho’s General Rules for the Assembly is the first modern educational book for speaking in Korea. Nevertheless, it has not attracted any interest due to the great influence of Seo Jae-pil, who had founded Hyeopseonghoe and Dongniphyeophoe, and led the public education of speech and debate. As academic clarification of General Rules for the Assembly has not been fulfilled at all as such, this paper first examines the background of its publication and the aspects of the translation of the meeting rules and terms in General Rules for the Assembly. General Rules for the Assembly was published in April, 1898 when the movement of assembly foundation began to unfold in earnest. General Rules for the Assembly has significance in that it later provided a basis for making meeting norms rooted in Korean societyvia its repetitive publications in various media and reproduction, furthermore, it was a foothold for the development of the movement of the national sovereignty restoring through the abolition of the monarchial system and the foundation of a republic concentrated around Sinmihoe in 1907, and it formed a basis for the parliamentarism in the period of independence struggle. Greatly contributed to the worldwide distribution of meeting rules, Yun Chi-ho’s General Rules for the Assembly contains methods to organize and operate an assembly and detailed rules and provisions to know for presiding a meeting in 7 chapters in total. Different from most of the intellectuals at that time who took the approach of dual translation that indirectly introduced the Western civilization via the modernity translated by Japan, Yun Chi-ho was unique in his way of direct translation in which he directly accommodated original Western texts. Yun, who preferred direct translation, contrasts with Fujujawa Yukichi, to the effect that the latter figure took the approach of intentional paraphrasing in order to make people easily understand while the meanings of original Western texts remained in accordance with the climate of Japan. Later, General Rules for the Assembly was repetitively published in magazines, newspapers, and educational books of speech in the 1910s to play an important role in distributing and spreading meeting norms to the people. In this course, General Rules for the Assembly was freshly adapted and varied, and was in the middle of the debate on meeting norms as the parliamentarism attracted much interest from the beginning of the independence movement in 1919. Some more specific discussion about this is left for future research.
