巡警體制下衛生管理專業化的一次嘗試

국문 초록

청말 베이징 외성 위생국은 역사학계에서 연구의 공백지대이다. 이 기구는 1905년(광서 31) 11월에 텐진에서 일시적으로 북경으로 이전한 協巡局이 창건되면서 구성되었다. 외성 위생국은 텐진의 경험을 살리고 북경의 실제와 결합시켜 일련의 조치를 취하였다. 거리에서 대소변을 보는 것을 엄금하고, 대로변의 상인세력을 억제하였으며, 오랫동안 쌓인 쓰레기를 청소하고, 골목길을 수리하는 등의 방면에서 뚜렷한 효과를 거두었다. 도살장을 정비하고, 극장의 환경을 개선하는 등 초창기 사업에 기여하였다. 외성 위생국 관할하의 지방 환경위생도 확실하게 개선되었고, 과거 공순국의 순포가 관리하는 구역과 위생기구처가 없는 내성과 선명한 대비가 되었다. 그 성과를 언론매체들이 언급하면서 전문적인 局의 형식은 또한 당시의 사람들에게 깊은 인상을 남겼다. 외성 위생국은 근대 베이징 최초의 전문 위생관리기구이다. 그것을 기초로 하여, 청말 베이징에 한 차례의 위생관리전문화의 시도가 나타났다. 외성 위생국은 일찍이 위생 인원과 경비원의 추가 고용, 위생학보의 창설, 그리고 위생규정을 제정하는 등 자체적으로 조직을 완비하였다. 순경부와 민정부도 외성 위생국 부설의학당과 관의원을 함께 경영하기로 계획하고 의정기능을 확충하였다. 또 장차 전문국의 조직 체제를 내성까지 확대하기로 하고, 위생사와 내외성 위생국의 조직을 함께 묶는 일련의 위생행정체계를 구성하였다. 일본의 기적을 맹신하여 청 말의 민정관리는 군사화의 방향으로 편중되었고, 외성 위생국은 순경과 시정관리의 기존 방침과 다르게 진행되었다. 1906년(광서 32) 2월, 베이징 외성순경총청위생처가 세워지면서 위생처와 위생국이 병존하는 국면이 출현하였다. 순경체계가 완비되고 일률적인 권한이 요구됨에 따라 1907년(광서 33) 7월, 위생국은 축소되고 소멸되면서 외성위생처의 약방이 되었다. 그 후 선통원년에 모두 완전히 폐지되면서 청말 베이징 순경체제하에서 위생관리의 전문화 시도는 실패하고 말았다.

영문 초록

It is not a hot topic to do research on the Board of Health of Beijing Outer City in the late Qing Dynasty in the field of history. The Board of Health of Beijing Outer City learned from the experiences of Tianjin and took a series of measures according to the fact of the Outer city. It made some achievements in forbidding urination and stool on streets, pressing the power of the businessmen who dealed muck, cleaning the cumulate garbage and repairing the bystreetes, etc. The Board of Health of Beijing Outer City as also the first to create slaughterhouse and to improve the theater. The environment of the Outer city was greatly improved. Compared with the district which was governed by the old Policemen and the Inner city in which no health institution existed, the Outer city was a good place and the Board was praised by people. It made a impressive impression in the memory of Beijing people. An Attempt on the Specialization of Health Administration under the Police Administration appeared On the base of the board in the late Qing Dynasty. The Board of Health of Beijing Outer City had tried to strengthen itself by increasing health policemen, creating The newspaper of hygienics and making healthy rules, etc. The headquarters of police and the Ministry of Civil Affairs had planned to create attached medical school and the official hospital to broad its field. It had also planned to do the same thing in Beijing Inner City and to create a whole system which would consist of the Health Department and the Board of Health of Inner and Outer city. The Japanese pattern was the major policy that the affair of sanitation because of the Japanese miracle. The Board of Health of Beijing Outer City had a progressive system and was the turning point during the transformation of the traditional management of Beijing health to the recent management. China strided devious one-step to neoteric health administration beause of militarization. The health office that commanded by the police department of Beijing Outer City was instituted in the February of Guangxu thirty-second year and it coexisted with the The Board of health commanded by the Police assistive Bureau. With the completion of the cop system ,the Board was reduced to a drugstore and merge into the health office that commanded by the police department of Beijing Outer City. Because of the need of power relation the Board was made to disappear in the Xuantong first year. An Attempt on the Specialization of Health Administration under the Police Administration failed with the fading away of the Health of Outer city.
