싱가포르 초등의무교육의 도입 과정과 시사점

국문 초록

싱가포르는 독립 이후 국가경쟁력뿐만 아니라 국민소득에 있어서 선진국 수준에 도달되어 있음에도 불구하고, 최근 2003년도에 의무교육을 도입했다는 점은 다른 선진 국가의 의무교육 도입과 확대 경향에서 보면 독특한 경우라 할 수 있다. 싱가포르는 이미 초·중등학교 수준에서 능력별 교육을 통하여 거의 모든 학생들이 학교에 취학하는 보통교육을 지속적으로 추진해 왔지만, 다민족 국가로서의 국가 정체성 확립과 싱가포르 국민들의 공유된 국가적 가치와 문화의 유지는 싱가포르의 새로운 국가적 과제로 대두되었다. 따라서 싱가포르의 의무교육의 도입은 국가 수준의 초등의무교육에 대한 초등교육의 성격을 이해하는 유용한 사례가 될 수 있으며, 우리나라 초등의무교육의 발전적 대안에 시사점을 제공할 수 있다.

영문 초록

Actually, Singapore has achieved almost universal education at the primary and secondary levels, even though education has not been made compulsory. In Singapore, compulsory education introduced after more than 30 years of government insistence that its legislation was unnecessary, and at a time of universal education in state-run schooling at both primary and secondary levels. Thus, Introduction of compulsory education in Singapore are very different from those in other countries. In other countries, compulsory education is often introduced as a form of public or political commitment by the government to invest in education and provide equal opportunity for all. In Singapore context, this is already being done, with providing sufficient places in national schools for all children of school-going age who are able to attend. Implementing compulsory education in Singapore could contribute to achieving the two key objectives of education in national schools; first to give children a common core of knowledge which will provide a strong foundation for further education and training that will prepare them for a KBE, second, to give children a common educational experience which will help to build national identity and cohesion. This paper examines the introducing contexts of compulsory education in Singapore and its implication for our compulsory education.
