국문 초록

본 연구에서는 1990년대 미국 교육개혁의 핵심정책이었던 학교-일 이행 지원법(School-to-work Opportunity Act: STWOA)의 형성 배경, 시행 과정과 성과, 정책이후의 결과 등을 분석하였다. STWOA는 학교교육을 개선하고 산업체와 학교교육을 연계함으로써 청소년들의 학업과 일의 세계로의 순조로운 이행을 도와 개인의 삶의 질을 향상시키고자 하는 동시에 21세기 지식기반산업사회가 요구하는 우수한 인적자원을 양성하고자 하는 야심찬 개혁안이었다. 7년간 지속된 STWOA는 당초 소기한 광범위한 교육개혁을 이끌어 냈다고 보기는 어려우나, 학교 내의 진로지도 활동 강화, 학교교육에 대한 산업체의 협조 강화 등의 학교교육에 적지 않은 영향을 미친 것으로 나타난다. STWOA의 경험으로부터 학교와 일의 세계와의 연계, 청소년을 위한 진로지도 강화의 필요성 제고, 효과적인 학습방법으로서의 일-기반 학습에 대한 연구의 필요성 등, 우리 교육개혁의 방향성에 주는 시사점을 찾을 수 있다. 또한 STWOA의 전개과정과 결과로부터 교육개혁정책의 성공의 조건으로서 교육현장의 변화의 필요성, 교육정책의 시행 과정 및 결과에 대한 평가의 중요성, 교육개혁안의 포괄성과 구체성의 수준간의 균형점 등, 교육개혁정책형성과 시행과정에 대한 시사점을 찾을 수 있었다.

영문 초록

In this study, I analyzed one of the most important education reforms in nineteen nineties of the USA, the School-to-Work Opportunity Act; its background, implementation process and output, the outcome, and its implication on the theory and practice of the Korean educational policies. STWOA was evaluated as one of very ambitious and comprehensive educational reforms to call for changes of schooling and the cooperation of the industry for education in order to improve the transition of the adolescents from schooling to work and to produce high quality of manpower needed for the 21st century. The main goals of STWOA were to support the building of the transition system on the state level and the local level and to support STW programs. The STWOA was comprised of school-based learning, work-based learning and the connecting activities. The implementation was mostly through local partnerships composed of the local educators, local businessmen, labor unions, post-secondary education institutions and parents. During 7 years of implementation, STWOA has brought about some important changes in the schools. Strengthening career development activities and the WBL like job-shadowing are the results of STWOA. The idea of STWOA gives us important implication for the linkage between schooling and working for the youth in Korea. The local partnerships between schools and industry may provide good examples to Korean education where there has not been cooperative culture between two areas. The theory and practice of the WBL can be adopted in the context of Korean schools as well. In addition, the experience of STWOA reassures the importance of the change of the school and teachers for the success of educational reform, the importance of evaluation of the process and output of the reform policies, and the importance the balance between comprehensiveness and the degree of focus of the reform at the policy making stage
