미국 연방교육부(USDE)의 대학평가 인증기구 인정제도에 대한 연구

국문 초록

이 연구는 미국의 연방교육부(USDE)가 정부차원에서 시행하고 있는 대학평가 인증기구에 대한 인정제도가 어떤 목적에서 도입되었으며, 어떤 방식으로 이루어지고 있는지를 탐색해 보고자 하는 목적에서 수행되었다. 이러한 연구 목적에 따라 이 연구에서는 "College Accreditation in the United States"을 분석·검토하였으며, 특히 USDE의 대학평가 인증기구 인정의 요건 및 인증의 기준과 절차를 규정하고 있는 미국 고등교육법(HEA) 타이틀(title) 34를 구체적으로 검토하였다. 이 연구를 통하여 살펴 본 USDE가 대학평가에 개입을 하게 된 이유는 ① 대학평가의 결과와 재정지원 사업과의 연계, ② 대학평가 정보 공개를 통한 대학교육의 경쟁력 강화, ③ 고등교육 시장 개방으로 인한 고등교육의 질에 대한 정부차원의 품질 보증에 대한 국제적 요구의 반영 등으로 요약할 수 있다 그리고 USDE의 대학평가 인증기구 인정제도가 지니는 시사점은 다음과 같다. 첫째, 대학평가기관인 인증기관과 피평가 기관인 대학이 그 인증평가의 과정에서 개방적 의사소통 체제를 중시함으로써 대학평가 과정에서 발생할 수 있는 갈등 발생의 소지를 최소화 하고 있다. 둘째, 대학평가 인정기구에 대한 인정의 유효 기간을 5년으로 제한함으로써 계속적으로 평가의 절차나 방법 등을 개선하도록 하고 있다. 셋째, USDE의 대학평가도 미국의 대학평가를 주도해 온 CHEA와 마찬가지로 대학평가를 담당할 인증 기구를 인정하여 민간 대학평가 인증기구가 대학을 평가하도록 하는 간접평가를 하고 있다. 넷째, USDE의 대학평가 인증기구에 대한 인정제도는 정부 기관이 시행하는 일종의 메타평가라고 할 수 있다. 이는 미국 연방교육부의 대학평가 인증기구에 대해 그 기관이 수행하고 있는 평가 전반의 질을 관리하기 위해 인증기관의 인증평가 전반을 평가하여 인정을 해 주는 제도인 것이다. 우리나라에서는 공식적인 기관에서 아직 대학평가의 메타평가를 수행하고 있지 않아 어떠한 방식으로든 대학평가의 메타평가가 도입되어야 할 것으로 생각된다.

영문 초록

This study aims to inquire into the purposes, standards, and procedures of the recognition system for accreditation institutions of university evaluation initiated by USDE. We analyze the internet material of “College Accreditation in the United States” opened to public by the USDE and also analyze the Title 34 of the HEA. The reasons that USDE recognizes the accreditation institutions are to ① connect the results of university evaluation and financial support, ② promote the competitive power of university education through the opening of the information of the university evaluation, ③ reflect the international demand for the quality assurance of higher education at the USDE due to the opening higher education market. Implications that we analyze the recognition system initiated by USDE are as follows. First, because the recognition system initiated by USDE respects the opened communication system among the USDE, accreditation institution, and the universities during the process of evaluation, it can reduce the conflict in the recognition system and accreditation system. Second, as USDE limit five years as the effective period the recognition for the accreditation institution, recognition system enables the upgrade of the procedure and method of accreditation institution. Third, the USDE as well as CHEA recognizes the accreditation institution, the accreditation institution accreditates the university and programs. Fourth, the recognition system of USDE for the accreditation institution of higher educations is a kind of meta evaluation initiated by the Government. In Korea, the formal meta evaluation by a formal organization needs to be induced to enhance the quality of the university evaluation.
