코로나19가 시각장애인의 사회적 배제에 미치는 영향

국문 초록

본 연구는 사회재난인 코로나19가 재난취약계층인 시각장애인의 사회적 배제에 미친 영향을 확인해보고자 한다. 구체적으로 코로나19가 경제, 고용, 사회참여 영역에서의 배제에 실제로 유의한 영향을 미쳤는지 확인하고자 한다. 이를 실증적으로 확인하기 위하여 장애인고용패널 2차웨이브 자료 중 코로나19 발생 이전에 조사된 2차(2017년), 4차(2019년) 자료와 코로나19 발생 이후에 조사된 6차(2021년) 자료를 사용하여 확률모형에 기초한 패널로짓분석을 실시하였다. 분석결과, 경제영역과 고용영역 모두 코로나 이전인 2019년에 비해 해당 영역에서 배제될 승산이 감소하였으나 사회참여영역에서의 배제는 2019년에 비해 2021년에 배제될 승산이 높은 것으로 확인되었다. 이러한 결과를 통해 시각장애인의 경제, 고용 영역에서의 배제는 코로나19라는 재난상황에서도 더디게나마 감소하였다는 것을 확인할 수 있다. 경제 및 고용에서의 배제 완화는 긴급재난지원금이나 장애인 고용의무제도와 같은 정책의 효과로 볼 수 있다. 반면 사회참여 영역에서의 배제 수준이 코로나19 이후 크게 증가한 것을 확인할 수 있다. 시각장애인의 경우 시각정보 활용의 제약으로 인하여 독립보행에 어려움을 겪고 일상생활에서 타인의 보조가 필요하다는 특징 때문에 코로나19와 같은 전염병으로 인한 사회재난 상황에서 비장애인보다 더욱 쉽게 고립되고 대처하기 어려울 수 있다. 그렇기에 시각장애인이 사회재난 상황에서 배제되지 않고 재난상황을 극복하기 위해서는 무엇보다도 이들이 자율적으로 행동할 수 있는 사회적 환경 구축이 필요함을 제안한다.

영문 초록

This study aims to examine impacts of the social disaster of COVID-19 on the social exclusion of visually impaired individuals, who are vulnerable to disasters. Specifically, we aim to determine whether COVID-19 has had a significant effect on exclusion in the economic, employment, and social participation domains. To empirically verify this, we conducted a panel logit analysis based on the data from the Disability Employment Panel, utilizing the data from the second wave (2017), fourth wave (2019) collected prior to the occurrence of COVID-19, and the sixth wave data (2021) collected after the pandemic. The analysis results indicate that while the likelihood of exclusion in both the economic and employment domains decreased compared to 2019 (pre-COVID), the likelihood of exclusion in the social participation domain was higher in 2021 compared to 2019. These results suggest that the economic and employment exclusion of visually impaired individuals has decreased, albeit slowly, even in the context of the COVID-19 pandemic. The alleviation of exclusion in the economic and employment domains can be attributed to the effects of policies such as emergency disaster support funds and the mandatory employment system for people with disabilities. There has been a significant increase in exclusion in the domain of social participation following the COVID-19 pandemic. Visually impaired individuals, who face difficulties in utilizing visual information and experience challenges in independent mobility, are more prone to isolation and struggle to cope with social disasters such as COVID-19 compared to non-disabled individuals. Therefore, in order to ensure that visually impaired individuals are not excluded and can overcome such disaster situations, it is proposed that it is crucial to establish a social environment that enables them to act autonomously.
