서울시 정신건강통합센터 사례를 통한 정신장애인 주간재활시설 개선 방안

국문 초록

회복지향서비스를 위해서는 정신건강 기관이 회복의 원칙을 서비스 구조와 내용에 반영해야 한다. 정신장애인 주간재활시설은 회복지향서비스를 제공하기 위해 지속해서 노력해오고 있으나 정신보건법 제정 당시부터 지금까지 유지되고 있는 서비스 구조가 큰 한계로 작용하고 있다. 서울시 정신건강통합센터는 주간재활시설의 한계점들을 개선하여 새로운 시도를 한 사례이다. 이에 본 연구는 통합센터에 대한 사례연구를 통해 주간재활시설의 제도적 개선점을 제안하고자 하였다. 이를 위해 서비스 제공자, 이용자, 협력기관 실무자 총 13명을 대상으로 개별 인터뷰를 하여 통합센터의 시도와 성과를 분석하였다. 분석 결과, ‘등록 없이 선택 이용’, ‘치료가 아닌 배움’, ‘당사자 주도 활동’, ‘실제적인 취업준비’라는 네 가지 특성에 대해 각각 서비스 내용과 성과를 도출하였다. 연구 결과를 토대로, 주간재활시설의 정책 목표를 회복으로 재설정, 정원제를 폐지하고 이용대상 확대, 취업지원과 평생교육 중심의 서비스 다양화와 특성화, 당사자 주도활동 강화 및 동료지원가 배치, 공공설치 확대를 제언하였다.

영문 초록

For recovery-oriented services, mental health institutions need to incorporate the principles of recovery into the service structure and content. Day rehabilitation facilities for the people with psychiatric disabilities have been making continuous efforts to provide recovery-oriented services, but the service structure that has been maintained since the enactment of the Mental Health Act is a major limitation. The Seoul Integrated Mental Health Service Center is an example of attempting to improve the limitations of day rehabilitation facilities. This study aimed to propose institutional improvements for day rehabilitation facilities through a case study on the center. To this end, individual interviews were conducted with a total of 13 service providers, users, and practitioners from collaborating agencies, to analyze the center's efforts and outcomes. As a result of the analysis, service contents and outcomes were derived for each of the four characteristics: ‘service choice without registration’, ‘learning rather than treatment’, ‘user-driven activities’, and ‘practical employment preparation’. Based on the research findings, we recommended resetting the policy goal of day rehabilitation facilities to recovery, abolishing the quota system and expanding the target population, diversifying and specializing services with focus on employment support and lifelong education, strengthening user-driven activities and peer support, and expanding public installations.
