국문 초록

본 연구의 목적은 프레임 분석을 통해 개인예산제를 둘러싼 국내 장애계의 논쟁을 분석하고, 이에 기반하여 한국적 개인예산제를 모색하기 위해 공공과 민간의 역할을 제시하는데 있다. 본 연구는 개인예산제에 대한 국내 장애계의 논쟁이 복지서비스의 자기주도성, 복지서비스의 시장화 및 공공성, 복지서비스의 사람중심실천과 연관되어 있음을 논증하였다. 이를 해결하기 위해 장애인 각 개인의 지원 욕구를 유연하면서도 엄밀하게 파악할 수 있는 서비스 시스템 구축을 공공의 과제로, 장애인 개인의 선호와 욕구를 유연하게 파악하고, 이를 지원할 수 있는 지원계획을 당사자와 가족 등의 이해관계자와 함께 수립할 수 있는 역량 구축과 지역사회에서 장애인 개인을 옹호하고 지지할 수 있는 네트워크 구축을 민간의 과제로 제시하였다.

영문 초록

The purpose of this study is to analyze the debate in the domestic disability community surrounding the personal budget system through frame analysis and, based on this, to suggest the roles of the public and private sectors in implementing a Korean personal budget system. This study demonstrated that the points of contention in the domestic disability community regarding the personal budget system are related to the self-direction of welfare services, the marketization and public nature of welfare services, and the person-centered practice of welfare services. To solve this problem, it is a public task to establish a service system that can flexibly yet rigorously identify the support needs of each disabled individual, and to flexibly identify the preferences and desires of disabled individuals, and to develop a support plan to support these, including the person and their family. Building capacity that can be established together with stakeholders and building a network that can advocate and support individuals with disabilities in the community were presented as tasks for the private sector.
