2000년 이후 역사문화환경 보존정책 관련 언론이슈 분석 - 현상변경허가를 중심으로 -

국문 초록

본 논문은 역사문화환경 보존정책에 대한 ‘사회적 인식’을 파악하기 위하여, 공간에 대한 현상변경허가제도가 문화재보호법에 도입된 2000년부터 현재에 이르기까지 현상변경허가와 관련된 갈등, 정부와 지자체의 관련정책 변화 등 역사문화환경과 관련된 언론이슈를 살펴보았다. 언론이슈는 ‘역사문화환경’, ‘문화재 현상변경’, ‘역사경관’, ‘면단위 문화재’, 4건의 검색어와 빅카인즈를 활용하여 정리하였다. 아울러 보존정책의 대상이 되는 ‘역사문화환경’ 개념의 상징성 등의 특성을 고려하여 유사개념을 중심으로 선정한 검색어별 언론이슈 특성을 파악하였다. 빅카인즈에서 제공하는 4건의 검색어의 관계도로는 현상변경허가의 집행주체, 법적근거, 갈등사례가 있었던 ‘장소’가 주로 확인되고 있는데, ‘역사문화환경’은 김포장릉 아파트 건설, ‘문화재 현상변경’은 설악산 오색케이블카사업 등 주요 연관어가 의미하는 현상변경 사례는 검색어별로 다르게 확인된다. ‘역사경관’은 관계도 분석에서는 서울에서의 현상변경 갈등이슈, 특히 ‘한옥보존’과 연관성이 높게 나타나고, 연관어 분석에서는 ‘면단위 문화재’와 함께 근대문화재와의 연관어가 다수 확인된다. 아울러 ‘역사문화환경’, ‘문화재 현상변경’은 구체적인 현상변경 사례와 밀접하게 관련된 검색어인 반면, ‘면단위 문화재’, ‘역사경관’은 현상변경사례와 함께 보존가치, 보존개념을 연상시키는 검색어라는 차이가 있다. 4건의 검색어로 확인되는 기사의 유형은 문화재의 현상변경허가를 둘러싼 갈등이슈와 현상변경 허용기준 조정 등 역사문화환경 보존정책의 변화에 대한 정책이슈로 구분하여 정리하였는데, 두 유형의 사례를 살펴보면 갈등이슈로 인하여 정책이슈가 발생하고, 정책이슈는 다시 갈등이슈로 이어진다. 또한 지난 20여년간의 현상변경허가와 관련된 갈등이슈의 양상은 다양한 현상변경 사례와 문화재위원회의 심의 결과에 대한 언론의 시각이 적극적으로 드러나며, ‘문화재 보존’ 외에 ‘재산권’ 등 보다 다양한 가치들이 함께 거론되고 있고, ‘세계유산’이 문화재 경관 보호 인식에 중요한 역할을 하고 있으며, 보다 다양한 성격을 가진 다양한 단체에 의한 문화재 경관 보존운동이 활발하게 나타나고 있는 점 등이 특징적이다. 정책이슈로는 문화재 주변 건축물의 높이 규제 변화에 대한 이슈가 가장 두드러지게 나타난다. 특정 이슈가 반복적으로 보도되는 양상은 드물게 확인되는 것으로 보아 현상변경허가와 관련된 갈등에 비하여 규제정책의 변화에 대한 사회적 인식은 그다지 높지 않은 것으로 보인다. 아울러 도시계획, 한옥, 고도, 근대문화재에 대한 정책이슈도 함께 확인되는데, ‘근대문화재’, ‘고도’ 이슈와 지역의 관광콘텐츠 개발이 융합되어 나타나는 경향이 있다. 2000년부터 현재까지의 언론이슈의 흐름을 볼 때, 향후에도 현상변경허가를 둘러싼 갈등이슈 등은 유사한 양상으로 나타날 것으로 보이며, 다만 이슈의 ‘주체’는 변화할 것으로 생각된다. 2000년 이후 문화재 보존운동의 주체가 점차 다양화되어 개별 문화재를 위한 자발적 모임으로 확대되고, 시민과 정부가 소통을 통해 정책을 수립하는 현재까지의 변화 흐름을 고려하면, 2020년대에는 시민이 중심이 되는 문화재 보존 방식으로의 변화가 예측된다.

영문 초록

In this study, the media issues related to the Conservation Policy for the Historical and Cultural Environment were analyzed. It dealt with conflicts related to permission for changing the current status, policy changes of the federal and local governments, etc. from 2000 when the change permission system for space was introduced in the Cultural Heritage Protection Act to the present, in order to confirm the ‘social perception’ of the historical and cultural environment preservation policy. In order to identify related issues, linked article were compiled using Bigkinds and four keywords : ‘historical and cultural environment’, ‘changing the status quo of cultural heritage’, ‘historical landscape’, and ‘cultural heritage in space unit’. In the 4 search terms, terms such as ‘place’ representing conflicts, and the subject of enforcement associated with permission to change the status quo were mainly identified when looking at the relationship diagram and related word analysis results provided by Bigkinds. And ‘historical and cultural environment’ and ‘changing the status quo of cultural heritage’ were identified differently in its key associations. ‘historical landscape’ was identified as a keyword highly correlated with ‘preservation of hanok(Korea-style house)’ in the relational diagram analysis, and a number of related words with modern cultural heritage along with ‘cultural heritage in space unit’ were confirmed in the related word analysis. In addition, while ‘historical and cultural environment’ and ‘changing the status quo of cultural heritage’ were search terms closely associated with specific cases of change in the status quo, ‘cultural heritage in space unit’ and ‘historical landscape’ were relatively associated with preservation values ​​and conservation concepts. The types of articles confirmed by the four search terms were divided into issues related to conflicts over permission for changing the status quo of cultural heritage, and issues linked to changes in the Conservation Policy for historical and cultural environment, such as standards for permission. The trend of conflict issues over the last 20 years showed the characteristics of viewpoint of the media. For example, it has been dealt with the topics such as various cases of changing the status quo and the results of deliberation by the Cultural Heritage Committee, actively revealing their perspective on the results of the policy implementation, and in addition to ‘preservation of cultural heritage’, more diverse values such as citizens’ property rights were also discussed. It was characterized by the fact that the ‘World Heritage’ plays an important role in the recognition of cultural heritage landscape conservation and the cultural heritage landscape conservation movement by various groups with more diverse characteristics was actively appearing. As policy issues, the issue of easing or strengthening the height regulation policy for buildings around cultural heritage was highlighted the most, and policy issues related to urban landscape, ancient city, modern cultural heritage, and hanok were appearing together. However, as compared to conflict issues, repeated reports of specific issues were rarely confirmed, so it seems that the social awareness of changes in regulatory policy was not so high compared to conflicts associated with permission for changing the current status. In addition, policy issues regarding urban planning, ancient times, modern cultural properties, and hanok were also identified, and there was a tendency to converge the issues of ‘modern cultural heritage’ and ‘ancient city’ with the development of local tourism contents.
