국문 초록

연구목적: 본 연구는 초등학교 돌봄 목적 사교육의 실태를 파악하고, 개선방안을 탐색하는 데 있다. 연구방법: 초등학교 돌봄 목적 사교육의 실태 파악은 교육부과 통계청 사교육 데이터를 통해 사교육비와 참여율, 참여목적을 지역과 부모 경제활동, 가구소득 수준으로 구분하여 문헌분석하였다. 또한 초등학교 사교육비 개선방안을 도출하기 위하여 초등학교 돌봄 관련 전문가 FGI(Focus Group Interview)를 통한 자료를 수집하여 질적분석하였다. 연구결과: 초등학교 사교육 목적에 따른 교과별 사교육 참여율은 교과의 특성에 따라서 사교육 목적이 다르게 나타났다. 또한 초등학교 돌봄 목적 사교육 개선방안은 ‘초등학교 저학년 하교시간 연장: 학부모와 교사의 한 목소리’, ‘초등돌봄교실 내실화: 프로그램 운영방식 변화에 대한 목소리’, ‘돌봄 서비스 컨트롤타워 구축: 시급성에 대한 목소리’로 도출되었다. 첫째, 초등학교 저학년 하교시간 연장에 대해, 학부모와 교사들은 반대 의견이 대부분이었다. 둘째, 초등돌봄교실의 내실화와 관련하여, 초등학교에서 진행되고 있는 초등돌봄교실 운영방식에 대한 변화가 필요하다. 셋째, 각 부처별 돌봄 서비스는 시행시기, 지원법, 지원대상, 운영형태, 자비부담 여부 등에 차이가 있으므로, 각 부처별 돌봄 서비스에 대한 실효성을 확인하고 다양한 프로그램 개발 및 돌봄공간 환경, 그리고 적합한 돌봄 서비스 제공을 위한 부처별 지원 사항을 조율하는 컨트롤타워 구축이 요청된다. 결론 및 제언: 초등학생 보육 목적 사교육은 다른 목적의 사교육보다 상대적으로 높았다. 연구결과를 바탕으로 초등학교 돌봄 사교육 개선을 위한 방안과 정책적 제언을 하였다.

영문 초록

Purpose: The purpose of this study is to understand the actual situation of private tutoring for the purpose of caring for elementary schools and to explore ways to improve it. Method: For the purpose of investigatingprivate tutoring in elementary school care, the trend of private tutoring expenses and participation rate was examined using the private tutoring data from the National Statistical Office from 2017 to 2019. The literature was analyzed by categorizing it into economic activity and household income level. In addition, FGI (Focus Group Interview) of 6 experts related to care was conducted in order to derive a policy to reduce private tutoring expenses in elementary school. Results: The private tutoring participation rate by subject according to the purpose of private tutoring in elementary school differed according to the characteristics of the subject, and the participation rate of shadow education was generally high in the order of supplementary education for school classes, the purpose of prior learning, and the purpose of childcare. In addition, measures to reduce private tutoring for primary school care were as follows. First, with respect to the extension of the dismissal time for the lower grades of elementary school, the parents generally agreed, but the teachers overwhelmingly presented the opposite opinion. Second, in relation to the substantialization of elementary school care classes, it was necessary to change the operating method of elementary school care classes in elementary schools. Third, in relation to the establishment of the care service control tower, since there were differences in the implementation period, support law, support target, operation type, and whether or not the care service was self-pay for each department, the effectiveness of care services for each department was checked and various programs were developed. It is requested to build a control tower that coordinates support for each department to provide appropriate care services, and environment for care spaces. Conclusions and Suggestions: The policy implications of private tutoring for primary school care were as follows. For elementary school students, private tutoring for childcare was relatively higher than private tutoring for other purposes. Based on the research results, a policy to reduce private tutoring in elementary schools, and more specifically, policy measures for the reduction of private tutoring for primary school care were presented.
