국문 초록

포퍼는 제도 개혁의 방법으로, 유토피아적 사회공학을 비판하면서 점진적 사회공학을 제안하고, 권력의 문제(정체의 문제)에서, 주권이론을 비판하면서 견제의 이론을 제안한다. 이러한 두 가지 제안은 방법론적 개별체주의(방법론적 유명론)를 토대로 하고 있다. 윈치는 방법론적 개별체주의를 비판하면서 방법론적 전체주의(방법론적 본질주의)를 추구한다. 방법론적 전체주의는, 제도는 개인의 마음을 형성한다는, 사회화 이론을 함의한다. 교육학적 정치학은 사회화 이론으로서의 정치학이다. 여기에서는 제도를 어떻게 개혁할 것인가 하는 문제가 아니라, 제도는 어떻게 사람의 마음을 형성하는가 하는 문제에 관심이 주어진다. 그리고 여기에서는 제도가 마음을 형성함으로써 사람에게 권력을 행사한다는 점에 관심이 주어진다. 포퍼는 어떤 집단이나 개인이 권력을 가져야 하는가 하는 문제 혹은 그 권력을 어떻게 견제할 것인가 하는 문제에 관심을 쏟음으로써, 제도 쪽에서 은밀하게 행사하고 있는 무시무시한 권력은 간과하고 있다. 개인들의 의식적인 권력 행사는, 전체가 그어놓는 금의 안 쪽에서, 혹은 전체가 제공하는 발판 위에서 이루어질 뿐이다.

영문 초록

As is well known, Karl Popper criticizes Utopian Social Engineering and theory of sovereignty. Instead of Utopian Social Engineering, he proposes Piecemeal Social Engineering and instead of sovereignty theory, he proposes theory of check and balance. Piecemeal Social Engineering concerns the method of altering social institutions. Theory of check and balance concerns about the problem of political power, that is problem of constitution. These two proposals are based on the methodological individualism (or methodological nominalism), which is more important in understanding and criticizing Karl Popper than the two proposals. When Popper bases his two proposals on the methodological individualism (or methodological nominalism), he criticizes methodological totalitarianism (or methodological essentialism) which is connected with so-called Historicism. Peter Winch criticizes Popper’s methodological individualism and commit himself to (a kind of) methodological totalitarianism. According to Peter Winch, individual behaviour is defined by the institution in which that behavior is enshrined. And Winch s methodological totalitarianism implies theory of socialization according to which people s mind is formed by the institution. Educational Politics is a theory of socialization. Educational Politics question how people’s mind is formed by the institutions, not how to alter the institutions. Educational Politics question how the institutions reign people by forming their mind, not how to check the individual s power. Institutions have enormous and tremendous power that is not recognized by people and most students of politics like Popper.
