탑승식 청소차 재해사례 연구

국문 초록

최근 국내 건축물의 복합화, 대형화, 고층화, 지하화가 가속화됨에 따라 청소 및 유지·보수 작업의 효율성을 높이기 위한 탑승식 청소차 활용이 증가하고 있다. 그러나 이와 함께 안전사고 발생 위험도 증가하고 있음에도 불구하고, 탑승식 청소차와 관련된 재해사례에 관한 연구는 거의 이루어지지 않았다. 특히 작업현장에서의 안전 대책이 미흡한 경우 전도 및 충돌 사고가 발생할 가능성이 높아, 근로자의 생명과 안전을 심각하게 위협할 수 있다. 본 연구에서는 탑승식 청소차와 관련된 재해사례를 체계적으로 분석하고, 이를 바탕으로 사고 원인을 규명하여 효과적인 예방 대책을 제시하고자 하였다. 이를 위해 최근 발생한 탑승식 청소차 재해사례를 분석하고, 유관기관 및 사용현장을 방문하여 실태조사를 실시하였으며, 관련 법령을 검토하였다. 연구결과, 최근 4건의 사고사례에서 공통적으로 탑승자가 경사로에서 운행 중 전도되어 사망한 사고가 확인되었으며, 주요 원인은 제동장치의 실패 및 안전장치의 미비로 분석되었다. 이러한 사고를 예방하기 위해 본 연구에서는 브레이크 설치 위치의 적절성 검토, 안전장치 설치 강화, 로봇자동청소차 등 자동화 장비 도입 활성화, 탑승식 청소차의 안전수칙 제정 등의 방안을 제안하였다. 또한 제도적 개선을 위해 산업안전보건법 개정을 통한 안전장치 의무화, 정기적인 안전보건교육 의무화, 안전장치 및 기술개발지원 등을 제안하였다. 본 연구는 국내에서 최초로 탑승식 청소차의 재해사례를 분석하고, 이를 바탕으로 실질적인 예방 대책을 도출하였다는 점에서 의의가 있다. 연구결과는 산업현장에서의 근로자 안전을 강화하는데 기여할 뿐만 아니라, 향후 유사 재해를 예방하기 위한 기초자료로 활용될 수 있을 것으로 기대된다.

영문 초록

As the complexity, scale, height, and underground development of buildings in South Korea accelerate, the use of ride-on cleaning machines has increased to enhance the efficiency of cleaning and maintenance operations. However, despite the growing risk of accidents associated with this trend, research on occupational accidents related to ride-on cleaning machines remains scarce. In particular, insufficient safety measures at work sites increase the likelihood of rollover and collision accidents, posing a serious threat to workers' lives and safety. This study systematically analyzes cases of occupational accidents involving ride-on cleaning machines, identifies the causes of such accidents, and proposes effective preventive measures. To achieve this, recent accident cases were analyzed, field investigations were conducted at relevant institutions and workplaces, and related regulations were reviewed. The findings reveal that in four recent cases, workers operating ride-on cleaning machines on inclined surfaces experienced rollovers, resulting in fatalities. The primary causes were identified as brake failure and inadequate safety devices. To prevent such accidents, this study suggests reviewing the appropriate placement of brake systems, reinforcing the installation of safety devices, promoting the adoption of automated equipment such as robotic cleaning machines, and establishing standardized safety guidelines for ride-on cleaning machines. Furthermore, institutional improvements are recommended, including mandatory safety devices through amendments to the Occupational Safety and Health Act, compulsory regular safety training, and support for the development of safety devices and technologies. This study is significant as it is the first in South Korea to analyze occupational accidents related to ride-on cleaning machines and derive practical preventive measures. The results are expected to contribute to strengthening workplace safety and serve as a fundamental resource for preventing similar accidents in the future.
