국문 초록

중앙정부와 지방정부 간 세수격차가 심한 상황에서 지방정부는 방만한 재정운영이라는 내부요인과 중앙정부의 경기부양을 위한 지방세 감면 정책과 같은 외부요인에 의해 정부와 지자체 간 자원배분의 효율성을 달성하지 못하고 있다. 이에 따른 문제는 지방자치 본연의 취지를 훼손하고 있으며, 국민의 물 복지인 깨끗한 물을 사용할 권리를 제약하고 있다. 따라서 본 연구는 중앙과 지방 간 자원배분의 비효율을 지적하고 지역주민, 나아가 국민의 물 복지를 향상시킬 수 있는 WASCO사업의 폭넓은 적용을 통해 노후 상수도관을 교체할 수 있는 방안을 제시하는 것을 목적으로 하였다. 연구수행방법은 첫째, 문헌 및 선행연구를 통해 우리나라의 연간 수돗물 누수량과 누수율을 산정하여 수돗물 공급부문의 비효율을 제시하였다. 둘째, 이로 인해 파급되는 환경오염비용과 경제적 효익 등을 산출하였고 환경부 환경공단에서 추진하고 있는 WASCO 사업의 사례를 통해 노후 상수도관 교체의 필요성과 당위성을 제시하였다. 마지막으로 재원조달방법으로 가칭 ‘상수도펀드’의 구성 및 운영방법 그리고 상수도관 교체사업의 투자비 상환방법에 대해 제시하였다. 결국 노후상수도관 정비는 국민의 물 안전과 직결되는 사안으로 현재 집행되고 있는 정부예산과 이산화탄소배출권 크래딧 수입을 취합하고 가칭 상수도 펀드를 결합하여 환경부 WASCO사업으로 일원화함으로써 달성할 수 있다는 시사점을 도출하였다.

영문 초록

In a situation where the tax revenue gap between the central and local governments is wide, local governments are unable to achieve the efficiency of resource allocation between the government and local governments due to internal factors such as lax fiscal management and external factors such as the central government's local tax reduction policy to stimulate the economy. The problem is undermining the original purpose of local autonomy and limits the people's right to use clean water, which is the welfare of the people. Therefore, this study aimed to point out the inefficiency of resource allocation between the central and local governments and to suggest ways to replace old water pipes through the wide application of the WASCO project, which can improve the water welfare of local residents and even the people. First, this study presented the inefficiency of the tap water supply sector by calculating the annual tap water leakage and leakage rate in Korea through literature and previous studies. Second, the cost of environmental pollution and economic benefits that are spread by this were calculated, and the necessity and justification of replacing old water pipes were presented through the case of the WASCO project promoted by the Environment Corporation of the Ministry of Environment. Ultimately, the rehabilitation of aging water pipes is directly linked to ensuring citizens' water safety. This suggests that by consolidating the current government budget and revenue from carbon credits, and combining them into a proposed water fund, these resources can be unified to achieve this goal through the Ministry of Environment's WASCO project.
