국문 초록

고속도로는 교통량이 많고 차량속도가 빠른 특성으로 인해 작업자가 작업 중 사고에 노출될 위험이 매우 높은 환경이다. 이러한 환경에서 고속도로 작업자는 일반도로에서의 작업자에 비해 훨씬 더 높은 수준의 위험에 처해 있으며, 따라서 작업자의 안전을 확보하는 것이 매우 중요하다. 이에 본 연구는 고속도로 운행선 작업자의 안전확보를 개선하기 위해 고속도로 작업자, 관리자, 고속도로 운전자를 대상으로 설문조사를 실시하고 이를 통해 작업환경요인, 작업자관련요인, 차량운전자관련요인, 법령위반과 처벌인식요인으로 분류하여 각 그룹의 인식 차이를 분석하는 것을 목적으로 하였다. 총 307명에게 설문지를 배포하였으며, 최종적으로 299명에 대한 설문조사결과에 대해 SPSS 통계프로그램을 활용하여 분석을 수행하였다. 분석결과, 고속도로 작업자들의 안전사고발생에 가장 큰 영향을 미치는 요인은 교통량과 제한속도, 기상조건, 운전자의 졸음운전 및 과속으로 나타났다. 또한 작업자들의 피로도와 경험, 법령준수의 중요성도 사고발생에 중요한 요소로 작용하며 특히 고령층은 피로와 과속에 민감하였다. 운전자의 과속과 주의 부족을 예방하기 위해 표지판과 경고등 강화 등 안전교육과 정책적 노력이 필요함을 확인하였다. 본 연구는 고속도로 작업자들의 안전을 향상시키기 위한 다양한 인식 차이를 밝혀냈으며, 이를 바탕으로 고속도로 작업구간에서 발생하는 사고를 예방하고 작업자들의 안전을 확보하기 위한 실효성 있는 개선방안을 제시할 수 있는 중요한 기초자료가 될 것이다.

영문 초록

Highways are environments with a very high risk of workers being exposed to accidents while working due to their high traffic volume and high vehicle speed. In this environment, highway workers are at a much higher level of risk than workers on ordinary roads, so it is very important to ensure the safety of workers. The objective of this study is to analyze the difference in perception of each group by conducting a survey on highway workers, managers, and highway drivers in order to improve the safety of highway operators, and classifying them into work environment factors, workers-related factors, vehicle drivers-related factors, violations of laws and punishment recognition factors. The questionnaire was distributed to a total of 307 people, and finally, the result of the survey of 299 people was analyzed using the SPSS statistical program. As a result of the analysis, the factors that have the greatest influence on the occurrence of safety accidents of highway workers were traffic volume, speed limit, weather conditions, and drowsy driving and speeding of drivers. In addition, the importance of workers' fatigue and experience, and compliance with laws and regulations also play an important role in the occurrence of accidents, and the elderly were particularly sensitive to fatigue and speeding. It was confirmed that safety education and policy efforts such as strengthening signs and warning lamps were necessary to prevent speeding and a lack of attention by drivers. This study revealed various differences in perception to improve the safety of highway workers, and based on this, it will be an important basic data to suggest effective improvement measures to prevent accidents occurring in highway work sections and ensure the safety of workers.
