국문 초록

국내 수상레저기구 사용자의 증가에도 불구하고 관련 안전기준은 부재한 실정이다. 본 연구에서는 국내 안전인증이 부재한 22종의 수상레저기구 중 사고건수가 가장 많은 상위 3종의 제품(수상스키, 웨이크보드, 서프보드)을 대상으로 리스크평가를 수행 하였다. 리스크평가는 신속 경보시스템의 리스크평가지침을 기반으로 총 8단계에 걸쳐 진행되었으며, 실제 사고사례, 리콜사례 및 전문가 자문을 통해 위험요소를 11개 범주의 58개 위험으로 식별 및 분류하였다. 이후 사고 시나리오 구성단계를 통해 위험 요소 를 정리하고 사용자 설문조사를 통해 각 시나리오의 발생 확률을 산정하였다. 발생 확률이 높은 시나리오는 사건 수 분석을 통해 최종 확정되었으며, R-Matrix를 활용하여 각 시나리오의 리스크를 평가하였다. 그 결과 수상레저기구의 날카로운 부분, 보드 표면 파손, 로프 및 리쉬에 의한 신체 끼임 등 6개 유형이 고위험, 핀 파손 등 6개 유형은 중위험, 4개 유형은 저위험으로 평가 되었다. 본 연구의 결과는 국내 미인증 대상 19종 수상레저기구에 대한 위험평가 및 안전기준개발의 기초자료로 활용될 수 있다.

영문 초록

The number of users of water leisure crafts has increased in Korea, but related safety standards do not exist. In this study, we conducted a risk assessment of 22 types of uncertified water leisure crafts, focusing on the top three products (water skis, wake boards, and surfboards) with the highest number of accidents. The method of risk assessment was evaluated using the Risk Assessment Guidelines method of Rapid exchange system and was conducted through a total of eight steps. First, hazardous factors were identified through actual accident cases, recall cases, and expert advice, and classified into 11 categories of 58 risks, and based on the results, the factors were categorized according to the scenario construction steps of Risk Assessment Guidelines, and the probability of occurrence of each scenario was calculated through a user survey. After that, the scenarios with high probability of occurrence were finalized through Event tree analysis, and the probability and severity of each scenario were substituted into the R-Matrix to calculate the final risk and evaluate the risk. As a result, six types including sharp parts, board surface breakage, and body entrapment by rope and leash were considered high risk in the accident scenario, while six types including fin breakage were considered medium risk, and four types including toxicity were considered low risk. The results of this study can be used as a basis for future risk assessments of 19 types of water leisure crafts for which no safety standards have been established.
