국문 초록

본고는 일본정부가 독도를 편입하는 데에 결정적인 역할을 한 나카이 요자부로가「이력서」에는 ‘오가사와라島로 도항하다’(a)라고 기술하고 있는 것에 반해, 「다케시마 경영자 나카이 요자부로 씨 입지전」에는 ‘오가사와라島로(건너가) 돈벌이를 모색하다’(a’)라고 하고 있어, 두 자료의 내용이 상이한 점에서 출발했다. 먼저 오가사와라島 도항 진위 여부를 살펴보았고, 오가사와라島가 나카이에게는 어떤 의미였으며, 독도에 미치는 영향에 대해 고찰했다. 당시 오가사와라島로의 선박 운항 상황, 관계자들 중심으로 승선하고 있었던 시대 상황 등을 고려해 보면 시골에서 상경한 지 얼마 되지 않은 나카이가 개인 자격으로 오가사와라島로 건너가기에는 무리가 있어 보인다. 그렇다면 나카이는 자신의 실업자로서의 첫 출발점을 왜 오가사와라島 도항이라고 기재한 것일까. 오가사와라諸島는 다마오키 한에몬이 아호도리 포획으로 거부가 되자, 제2의 다마오키를 꿈꾸는 사람들이 경쟁하듯이 북태평양의 무인도로 아호도리를 찾아 나서게 되면서, 북태평양 도서는 일확천금을 꿈꾸는 자들의 목표지가 되었는데, 나카이도 그런 꿈을 꾸었던 것이다. 이후 블라디보스토크, 돗토리현, 전라·경상 등지에서 잠수기 어업에 종사하다가, 1903년 독도에서 처음 강치 어업을 시작했다. 나카이는 강치가 오가사와라島의 아호도리, 즉 돈벌이(利源)가 됨을 알고 독점 어업을 희망하는「임대청원서」를 정부에 제출했다. 이때 함께 제출한「임대청원 설명서」에는 경쟁 포획의 폐해, 강치의 보호법까지 세세히 기재했는데, 이는 오가사와라島에서 아호도리의 대량 포획이 멸절로 이어지는 것을 학습한 결과였다. 그러나 시마네현이 나카이가 희망한 독점 어업이 아닌 4명에게 강치 어업을 허가함으로써 그는 거부의 꿈을 이루지 못했으며, 「임대청원서」를 계기로 독도가 일본 영토로 편입되었지만, 자신은 큰 실익을 얻지 못한 것이다.

영문 초록

This article is based on the fact that Yojaburo Nakai, who played a decisive role in the Japanese government's annexation of Dokdo, is described as “sailing to Ogasawara Island” (a) in his biography, whereas “Takeshima Manager Yozaburo Nakai's Position Paper” states that he “sailed to Ogasawara Island and sought to make money” (a’). We first examined the authenticity of the Ogasawara Island port call, and then considered what Ogasawara Island meant to Nakai and its impact on Dokdo. Considering the conditions of the ship's service to Ogasawara Island at the time, and the fact that it was mainly officials on board, it seems unlikely that Nakai, who had only just come from the countryside, would have traveled to Ogasawara Island as an individual. So why does Nakai list the first port of call for his unemployment as Ogasawara Island? The Ogasawara Islands became a destination for those who dreamed of making a fortune when Tamaoki Hanemon became very wealthy from capturing Albatros, and as those who dreamed of becoming the next Tamaoki raced to the uninhabited islands of the North Pacific in search of Albatros, so did Nakai. Nakai, who later worked in submersible fishing in Vladivostok, Tottori Prefecture, Jeolla Province, and Kyungshang, first started fishing for sea lions in Dokdo in 1903, and when he realized that sea lions were becoming an Albatros, or source of profit, for Ogasawara Island, he submitted a “lease petition” to the government for exclusive fishing rights. The accompanying lease petition detailed the harms of competing harvests and how to protect sea lions, after learning from the Ogasawara Islands that mass harvesting of Albatros led to their extinction. However, Shimane Prefecture denied Nakai his dream of a monopoly by licensing four people to fish for sea lions, rather than the exclusive fishery he had hoped for.
