영유아교육기관의 평가 고찰 - 한국, 영국, 호주, 뉴질랜드를 중심으로

국문 초록

우리나라는 2024년 7월부터 개정 평가제를 시행하고 있다. 개정 평가제가 보육현장에 잘 정착하여 기관의 서비스 질 향상을 지원하는 일은 매우 중요하다. 이를 위해 한국, 영국, 호주, 뉴질랜드의 평가제를 고찰하여 앞으로 우리나라 개정 평가제가 나아갈 바를 논의하고자 한다. OECD는 평가를 위한 구조적인 질과 과정적인 질의 관계를 규명하여 서비스 질이 영유아의 발달, 웰빙, 학습에 미치는 영향을 강조하였다. 본 연구는 문헌연구로 자료 수집은 평가제 관련 문헌과 각국의 평가를 주관하는 주요 홈페이지, 탑재된 보고서 등을 참고하였다. 자료 분석을 위해 각국의 평가체계는 어떠한가? 각국의 평가활용은 어떠한가?라는 두 가지로 분석틀을 제시하였다. 먼저 평가체계에 대한 결론과 논의점은 다음과 같다. 첫째, 국가 수준 교육과정에 기초한 평가 만들기. 둘째, 과정적인 질 중심의 평가로 정착하기. 셋째, 정성평가의 장점 살리기. 넷째, 현장평가자의 전문성 강화하기. 다섯째, 자체평가를 통해 지속적 성장하기이다. 다음은 평가활용에 대한 결론 및 논의점이다. 첫째. 평가결과 논의에 자유롭게 참여하기. 둘째, 평가 결과 공개 시 구체적인 내용 포함하기. 셋째, 평가 결과에 대한 다양한 인센티브 주기이다.

영문 초록

In Korea, the revised evaluation system has been in effect since July 2024. It is very important for the revised evaluation system to settle well in the childcare site and support the improvement of the institution's service quality. To this end, the evaluation systems of Korea, the UK, Australia, and New Zealand will be reviewed and the future progress of the revised evaluation system in Korea will be discussed. The OECD emphasized the effect of service quality on the development, well-being, and learning of infants and young children by identifying the relationship between structural and processive quality for evaluation. This study is a literature study, and for data collection, literature related to the evaluation system, major websites that manage the evaluation of each country, and embedded reports were referenced. For data analysis, two analysis frameworks were presented: How is the evaluation system in each country? How is the evaluation used in each country? First, the conclusions and discussions on the evaluation system are as follows. First, creating evaluation based on the national-level curriculum. Second, establishing evaluation based on process quality-oriented evaluation. Third, making use of the advantages of qualitative evaluation. Fourth, strengthening the expertise of field evaluators. Fifth, it is to continue to grow through self-evaluation. The following are the conclusions and discussions on the use of evaluation. First, freely participate in the discussion of evaluation results. Second, include specific details when disclosing evaluation results. Third, various incentive cycles for evaluation results.
