국문 초록

본 연구는 Kingdon의 정책흐름모형을 통하여 우리나라 기후 위기 대응 전략을 위한 정책 변동과정을 분석하였다. 먼저 기후변화 대응 관련한 구법인 ｢녹색성장법｣에 대해 효과성을 t-test로 분석하여 기후변화 원인인 온실가스 감축효과가 나타나지 않은 점을 입증하고, 신법인 ｢탄소중립기본법｣의 제정과정을 추적하였다. 이 법은, 최근 기후 이상징후가 더욱 두드러진 현상과 우리나라가 기후 위기 대응 국제기구에 가입하고, 2050년까지의 탄소중립 목표를 설정하는 과정에서 제정되었다. 기후 변화 대응 법률로서의 구법인 ｢녹색성장법｣이 유의미한 성과가 없었고, 최근 기후 온난화로 인한 재난의 빈번한 발생은 새로운 법안을 마련하기 위한 정책의제 설정에 중요한 영향을 끼치게 되었다. 이러한 정책문제 흐름에 따라 정책대안 흐름과 정치흐름이 추가되고, 여기에 ‘재난’이라는 초점사건을 매개로 정책선도자들은 정책 방향에 강한 영향을 끼침과 동시에 관련 법안의 정비를 위한 정책의 창이 열리게 되었다. 이렇게 ｢탄소중립기본법｣이 제정이 되고, 정책 산출물로 ‘2050탄소중립녹색성장위원회’가 정부기구인 대통령실 직속으로 설립하게 되었다. 이 위원회와 탄소중립을 이루기 위한 과업에 공조를 이루고 있는 관련 부처는 각 분야 관련법들을 연계하여 협력체계가 구축되는 정부의 기후변화 대응 전략으로 ‘탄소중립 녹색성장 기술혁신 전략’을 수립하였고, 이는 향후 2050년까지의 탄소중립 실현이 가능한 실효성 있는 정책에 대한 시사점을 나타내고 있다.

영문 초록

This study analyzed the process of policy changes for South Korea's response to climate crisis using Kingdon's policy streams model. Firstly, the effectiveness of the “Green Growth Act,” a law related to climate change response, was examined through a t-test, demonstrating the lack of greenhouse gas reduction effects, which are the causes of climate change. Additionally, the enactment process of the new law, the “Carbon Neutrality Basic Act,” was traced. This law was established in response to the recent prominent signs of climate anomalies, South Korea's participation in international organizations for climate crisis response, and the setting of a carbon neutrality goal by the year 2050. The existing “Green Growth Act” as a legislative measure for climate change response proved to be entirely ineffective. The frequent occurrences of disasters due to recent climate warming have had a significant impact on the policy agenda setting for formulating new legislation. Along this policy issue stream, policy alternatives and political streams have emerged. With the focal event of 'disasters' acting as a mediator, policy leaders have exerted a strong influence on policy direction, simultaneously opening the policy window for the revision of relevant legislation. Following the enactment of the “Carbon Neutrality Basic Act,” the “2050 Carbon Neutrality Green Growth Committee” was established directly under the President's office as a government organization tasked with policy outcomes. The committee collaborates with relevant ministries involved in tasks related to achieving carbon neutrality, and a cooperative system is established by linking various laws in each sector. As part of the government's climate change response strategy, the “Carbon Neutrality Green Growth Technology Innovation Strategy” has been formulated, aiming to coordinate efforts among the committee and related ministries. This strategy outlines practical policies that can effectively achieve carbon neutrality by 2050, providing insights for the future.
