시민에서 노민으로

국문 초록

본 논문은 시민성과 갖는 관계 속에서 노인 담론을 논의하는 시민담론이면서 노인담론이다. ‘150세 시대 초노령사회’에서 요구되는 새로운 시민 개념을 ‘노민’으로 제안하고, 정상적인 시민의 범주에서 배제되어온 노인을 포함할 수 있도록 확장된 시민성을 정립하는 데 목적이 있다. 여기서의 노민은 단순히 65세 이상 노인을 지칭하기 위한 용어가 아니다. 노민은 누구든지 아프고 취약하고 늙어간다는 사실에 근거할 때 모든 사회구성원을 아우른다. 또한 노인인구가 이미 70%이상 대다수를 차지하고 있는 농어촌이나 지역에서 근대 시민사회 이후 포스트시민사회를 구성하는 대안적 시민을 뜻한다. 지금까지 노인담론은 아프고 취약한 노인을 시민 범주 밖 타자로 위치 지어왔다. ‘나이 든 사람은 추하고, 무능하고 쓸모 없다’라는 고정관념은 경제적, 사회적 자립이 불가능한 노인을 비시민화한다. 노민이라는 개념은 지금까지 노인담론의 한계를 근본적으로 재고하고, 초고령화시대의 대안적 시민성을 정립하기 위한 하나의 인식틀로 사용될 수 있다. 20세기 근대사회의 시민이 주체성, 자율성, 합리성을 시민성의 주요 속성으로 전제한다면, 21세기 초노령화 사회의 노민은 의존성, 취약성, 응답성을 핵심 가치로 지향한다. 나아가 노민은 자립적인 성인 남성을 기준으로 삼았던 협소한 평등의 이념을 해체하고, 생명을 지닌 존재들의 급진적 평등을 전제로 ‘숨 쉬는 모든 사람’을 존중하고 환대한다. 노민의 권리와 의무 체계는 상호의존이라는 인간다움을 누리며 난잡하게 삶을 공유하는 관계적 돌봄의 과정으로 재사유될 수 있다. 이 논문은 더없이 취약하고 의존적 노민이 돌봄의 연대 속에서 상호의존이라는 인간다움을 누리는 시민사회 뿐만 아니라, 여성, 아동, 장애인, 성소수자와 같은 타자를 예외 없이 모두 시민으로 엮어낼 수 있는 평등한 사회의 가능성을 탐구하는 데 의의가 있다.

영문 초록

This paper is to propose a new concept of citizenship required in an super-high aged Society as 'elderly citizens' to establish an expanded citizenship to include the elderly excluded from the category of normal citizens. Elderly citizens is not simply a term to refer to the elderly over 65 years of age. Based on the fact that everyone is sick, vulnerable, and getting old, the elderly encompasses all members of society, and also refers to alternative citizens who constitute a post-civil society after modern civil society in rural areas or regions, where the elderly population already accounts for the majority of 70% or more. The elderly discourse has positioned the sick and vulnerable elderly as others outside the civic category. The stereotype of ‘old people are ugly, incompetent, and useless' decitivizes the elderly who are unable to become economically and socially independent. The concept of elderly citizens can be used as a framework for recognizing the limitations of elderly discourse so far and establishing alternative citizenship in the super-high aging era. If citizens of modern society in the 20th century presuppose subjectivity, autonomy, and rationality as the main attributes of citizenship, the elderly citizens in the early 21st century aim for dependence, vulnerability, and responsiveness as core values. Furthermore, the elderly citizens respecte and welcome 'everyone who breathes' on the premise of radical equality of beings with life. The system of rights and obligations of the elderly citizens can be reconsidered as a process of relational care that shares life promiscuously. The concept of the elderly citizens proposed in this paper is meaningful in exploring the possibility of an equal society that can weave not only the elderly, but also others such as women, children, the disabled, and LGBTQ as citizens without exception.
