국문 초록

블록체인의 분산원장기술은 정보의 위·변조를 방지하고 거래과정의 투명성을 보장하기 때문에, 부정선거나 투표 조작과 같은 정치과정 내에서 시민들이 가질 수 있는 불신을 해소할 수 있는 기술로 각광받고 있다. 그러나 블록체인 투표는 주로 기술적인 측면에 초점이 맞춰 연구되어 왔기 때문에, 특히 국내에서 블록체인 기술이 투표과정에 활용되었을 때 어떠한 정치학적 의미가 있고, 민주주의에 긍정적 혹은 부정적인 영향을 미치는지에 관한 연구는 미흡한 실정이다. 이에 이 논문은 전국 지자체 중 최초로 블록체인 기술을 주민제안 공모사업에 활용함으로써 국내에서는 대단위 블록체인 투표 사례로 주목받고 있는 2017년 경기도 주민제안 공모사업을 살펴보고자 한다. 블록체인 기술이 투표행위에 적용되었을 때 미치는 정치적 인과성을 다면적으로 분석함으로써, 블록체인 투표가 가지고 있는 한계를 극복하고, 민주적 가치를 향상시킬 수 있는 가능성을 제시하고자 한다.

영문 초록

Blockchain's distributed ledger technology is widely expected to resolve citizens' distrust in the political process, particularly in elections and voting. However, blockchain voting has been mainly studied with a focus on technical aspects rather than applying a political perspective, and it led to a lack of research on how it has a positive or negative effect on democracy, especially in Korea. Therefore, this study analyzes the characteristics of blockchain technology while focusing on Gyeonggi-do participatory budgeting in 2017 and explores the political considerations of the blockchain voting system. Through the multifaceted analysis based on a political perspective, this study aims to suggest the possibility that blockchain voting can overcome the limitations of the existing voting system and improve democratic values. Furthermore, it sheds the possibility of blockchain technology as a tool for achieving innovative voting systems to promote civic participation and implement digital democracy.
