국문 초록

이 글의 목적은 지난 21대 총선과 한국의 민주주의를 반추(反芻)하면서 한국의 민주주의에 얼마나 국민적 가치를 보여줄 수 있는가를 고찰하는 데 있다. 이 연구는 21대 총선에서 준연동형 비례대표제 도입이 여야 거대 양당의 공천과정에 어떤 변화를 보여주는지를 선거제도의 비례성과 당내 공천과정의 민주성을 중심으로 평가하고자 한다. 이 연구의 결과, 준연동형 비례대표제 도입의 변칙성, 준연동형 비례대표제의 비례성의 감소, 거대 양당에 의한 위성정당 난립과 비제도화, 공천과 공직후보자 추천에서 정당의 당내 민주화 부재를 보여주었다. 따라서 총선을 통해 당내 민주주의를 정착시킬 수 있는 것은 당리당략이 아닌 여야 합의에 의한 비례대표제 채택, 제대로 된 국회의원 선거제도에서의 비례성 확대, 거대 양당에 의한 위성정당 난립 방지 위한 정당법 및 선거법의 개정, 비례대표 의석을 거대 양당 배제하고 군소정당만으로 전국 득표율 수에 따라 배분, 총선과정에서의 정당의 비민주적 행태 지양과 당내 민주주의 확대하는 것이다.

영문 초록

The purpose of this article is to examine how much national value can be shown to Korea's democracy while reflecting on the past 21st general election and Korea's democracy. This study aims to evaluate how the introduction of the quasi-linked proportional representation system changes the nomination process of both the ruling and opposition parties in the 21st general election, focusing on the proportionality of the electoral system and the democracy of the nomination process within the party. As a result of this study, the anomalous introduction of the quasi-linked proportional representation system, the reduction in proportionality of the quasi-linked proportional representation system, the turmoil and non-institutionalization of satellite parties by the two major parties, and the lack of democratization of political parties within the party in nominations and recommendations of candidates for public office are shown. Therefore, the adoption of proportional representation based on agreement between the ruling and opposition parties rather than party politics can establish democracy within the party through general elections, expansion of proportional representation in the proper election system for members of the National Assembly, revision of the party law and election law to prevent the turmoil of satellite parties by the two large parties, allocation of proportional representation seats according to the number of national votes only by small parties, avoiding undemocratic behavior of political parties in the general election process, and expanding democracy within the party.
