국문 초록

본 논문은 중국 학자 판웨이의 논문과 저서를 중심으로 ‘중국 특색의 권력 혹은 정치’를 분석한다. ‘중국과 서양이 다르다(또는 달라야 한다)’는 인식은 19세기 말에서 20세기 초 – 중국이 서양의 힘에 압도되었던 – 부터 존재해왔다. 하지만 그 도전 의식은 20세기 내내 마르크스-레닌주의라는 중국공산당의 핵심 이데올로기에 의해 그 모습을 본격적으로 드러낼 수 없었다. 21세기에 들어선 이후, ‘중국의 굴기’가 본격화되면서 ‘중국 특색의 정치 체제’를 만들어내야 한다는 인식이 중국의 지식인들 사이에서 확산되기 시작했다. 판웨이의 글과 논문 역시 이러한 인식을 반영하고 있다고 해야 할 것이다. 하지만 ‘중국 특색의 정치 체제’가 어떻게 구축될 수 있는 것인지 그리고 그것이 과연 가능한지에 대한 고찰은 여전히 부족한 상황이다. 이에 본 논문은 중국 특색의 정치 체제가 자신의 맞상대로 설정하고 있는 ‘현대 정치’의 핵심에 대한 고찰을 먼저 수행한다. 그리고 그러한 쟁점을 바탕으로 하여 판웨이가 제기하고 있는 중국 특색의 권력 혹은 정치를 살펴본다. 판웨이 관점의 핵심은 반자유민주주의로 집약될 수 있는바, 판웨이는 자유민주주의 문제점 – 사회적 분열, 부패 문제에 대한 무기력 등 –을 정밀하게 지적하면서, 자유민주주의의 약점을 극복하기 위해서는 중국 특유의 정치 문화를 만들어내야 한다고 주장한다. 또한 그는 그러한 중국 특유의 정치 문화를 ‘법치’에서 찾고 있다. 하지만 그가 말하고 있는 ‘법치’는 서양의 그것과는 다른 것이다. 판웨이는 중국의 사회와 인민이 서양의 그것과 본질적으로 다르다는 전제하에, 중국 특색의 정치 문화를 만들어내고 있다.

영문 초록

This paper analyzes ‘power or politics with Chinese characteristics’ focusing on the papers and books of Chinese scholar Fan Wei. The perception that ‘China and the West are (or should be) different’ has existed since the late 19th and early 20th centuries – when China was overwhelmed by the power of the West. However, that challenged perception could not be revealed throughout the 20th century due to the Chinese Communist Party's core ideology of Marxism-Leninism. After entering the 21st century, as ‘China’s rise’ began, awareness of the need to create a ‘political system with Chinese characteristics’ began to spread among Chinese intellectuals. It should be said that Pan Wei's writings and papers also reflect this perception. However, there is still a lack of consideration of how a ‘political system with Chinese characteristics’ can be established and whether it is truly possible. Accordingly, this paper first examines the core of ‘modern politics’, which the political system with Chinese characteristics sets as its counterpart. And based on those issues, we look at power or politics with Chinese characteristics raised by Pan Wei. The core of Panwei's perspective can be summarized as illiberal democracy. Panwei pointed out the problems of liberal democracy - social division, lethargy on corruption issues, etc. - and pointed out that in order to overcome the weaknesses of liberal democracy, China, or put it more specifically Chinese intellectuals, needs to create a political culture. Additionally, he is looking for China’s unique political culture in ‘the rule of law.’ However, the ‘rule of law’ he is talking about is different from that of the West. However, the ‘rule of law’ he is talking about is different from that of the West. Pan Wei is creating a political culture with Chinese characteristics, based on the premise that China's society and people are fundamentally different from those of the West.
