교육공정성, 능력주의가 보장할 수 있는가?

국문 초록

능력주의는 누구라도 노력해서 능력을 갖추면 그에 합당한 보상을 받을 수 있다는 믿음에 근거하여 전근대적이고 세습적이며 불공정한 사회 체제를 극복할 수 있는 사회 변혁과 혁신의 발판으로 이해되어 왔다. 하지만 오늘날 능력주의는 정치적으로는 민주적 시민성을 저해하고, 경제적으로는 불평등과 양극화를 강화하며, 사회문화적으로는 차별과 배제의 가치를 양산해 내는 주요 원인이자, 불공정함을 정당화하는 기제로 작동한다는 점에서 비판받는다. 특히 교육은 이러한 능력주의의 핵심 동력으로 작용하면서 경쟁을 통한 지위 및 계층 이동 사다리의 기능만을 요구받고 있는 곤혹스러운 상황에 놓여 있다. 그럼에도 불구하고 능력주의는 여전히 교육공정성을 정당화하는 기준으로 여겨지고 있다. 교육공정성 문제는 사람들의 삶에 실질적으로 영향을 미치는 교육 기회, 교육의 과정 그리고 교육적 성과 분배의 형평성을 다룬다는 점에서 그 기준의 정당성을 확보하는 일이 관건이다. 이 연구는 이러한 교육공정성을 능력주의가 과연 보장할 수 있는가에 대해 이론적인 검토를 진행하는 것을 목적으로 한다. 이러한 취지에서 이 연구는 능력주의가 능력 형성의 조건으로서 기회, 노력투입의 과정으로서 절차, 그리고 그 결과로서 분배 영역에서 그 정당성을 의심받고 있으며, 비맥락화, 획일화, 비인격화라는 문제적 요인을 내포함으로써 교육 디스토피아를 형상화할 수밖에 없음을 밝힌다. 아울러, 그 과정에서 교육은 능력주의 시대에 능력 그 자체를 위한 능력이 아닌 맥락적, 다원적, 그리고 인격적 차원에서 희미해진 능력의 의미에 주목해야 할 필요가 있음을 확인할 것이다.

영문 초록

Meritocracy has been viewed as a stepping stone for social transformation and innovation, which can overcome premodern, hereditary, and unfair social systems based on the belief that anyone can be rewarded for hard work and talent. Today, however, meritocracy is criticized for undermining democratic citizenship in a political sense, strengthening inequality and polarization in an economic sense, fostering discrimination and exclusion in a socio-cultural sense, and serving as a mechanism for justifying unfairness in society. Specifically, education is considered a key driver of this meritocracy, and it is thus pushed into serving only as a means to promote one’s social status and class through competition. Nevertheless, meritocracy is still considered the basis for justifying educational equity. A legitimate basis for educational fairness is vital since it addresses issues that affect people's lives in terms of educational opportunities, educational processes, and equity in the distribution of educational outcomes. This study examines whether meritocracy can guarantee educational fairness by conducting a theoretical review. This study contends that meritocracy is a policy in which opportunity and effort input is an essential condition for merit formation, and therefore, its legitimacy is being questioned in terms of distribution. It is revealed that owing to the decontextualization, uniformization, and depersonalization inherent in the process, educational dystopia is inevitable. Furthermore, our argument confirms that in the era of meritocracy, education needs to address the meaning of merit that has become latent in terms of context, plurality, and personality, rather than merit for itself.
