포퓰리스트 정부 하의 인권: 튀르키예와 러시아 사례연구

국문 초록

본 연구는 현대의 자유민주주의 쇠퇴 현상과 더불어 발현한 포퓰리즘 현상을 살피고자 한다. 특히 본 연구는 권위주의 국가로 평가되는 튀르키예와 러시아의 사례를 통해 포퓰리스트가 집권한 정부 아래서의 인권 신장, 후퇴 유무를 논의하고자 하는 데 그 목적이 있다. 이를 확인하고자 본 연구에서는 튀르키예와 러시아의 지도자인 에르도안과 푸틴의 사례, 그리고 케이토연구소(Cato Institute)에서 진행한 인권지수 지표를 확인하였다. 그 결과, 두 국가의 사례를 통해 본 연구는 포퓰리스트 정부 아래서의 인권은 후퇴함을 확인하였다. 두 국가의 지도자는 강력한 카리스마적 리더십을 통해 국내의 절대적 지지를 받았으며, 국민 대다수의 지지를 받은 이들은 국민의 알 권리를 제한하는 행보를 보여주었다. 본 연구는 향후 포퓰리즘과 포퓰리스트 연구 발전에 이바지하는 데 그 목적이 있다.

영문 초록

This article aims to examine the phenomenon of populism expressed along with the decline of modern liberal democracy. In particular, the purpose of this study is to discuss the improvement or retreat of human rights under a populist-ruled government through the cases of Türkiye and Russia, which are considered authoritarian countries. This article identified the cases of Türkiye and Russian leaders Erdoğan, Putin, and the human rights index indicators conducted by the Cato Institute. As a result, through the cases of the two countries, this article confirmed that human rights under the populist government retreat. The leaders of the two countries received absolute domestic support through their strong leadership and those supported by the majority of the people showed a move to limit the people's right to know. The purpose of this article is to contribute to the development of populist and populist research in the future.
