다문화 사회 전환에 따른 한국언어문화교육의 정책적 과제

국문 초록

지난 10여 년 간 우리 지구에서는 국가 간 자본과 노동, 그리고 성이 그 언제보다도 빠른 속도와 규모로 교환되었다. 현재 우리 사회는 2000년대 이후 다문화 현상이 점점 가속화되고 있다. 우리는 준비 없이 맞이한 다문화 사회를 위해 준비를 해야 하고, 발생할지도 모를 일에 대해 대책을 세워야 한다. 본 발표는 이와 같이 이미 다문화 사회로 진입한 우리나라에서 급증하는 외국인 이주민을 대상으로 한 한국언어문화교육을 위한 정책에 대한 검토와 과제를 도출하고 가능한 대안을 제안하는 것을 목적으로 한다. 본고에서 제안한 정책은 다음과 같다. 첫째, 지속적인 이주민 실태 조사를 실시해야 하고, 현장에 기반한 현실성 있고 실질적인 정책을 수립하고 시행해나가야 한다. 둘째, 정책담당 기구의 기능 및 위상 강화를 위한 관제탑(Control Tower)의 설치가 필요하다. 셋째, 정책 수립에는 지향점이 분명해야 한다. 이중언어교육과 상호문화이해교육이 목표가 되어야 한다. 넷째, 관제탑의 지휘 아래에서의 각 관련 부처 간의 업무 분장 역시 새롭게 진행되어야 한다. 다섯 번째, 지역별 특성에 기반을 둔 지속적인 정책 수립과 시행이 필요하다.

영문 초록

Over the past 10 years in our world between capital and labor, and gender that was exchanged with speed and scale than ever. Currently, our society is becoming increasingly multi-cultural phenomena that accelerated since the 2000s. We need to prepare for a multi-cultural society celebrated without preparation, and might lead to take measures for the work. The policy proposed in this paper is as follows. First, there is an ongoing need to conduct a survey of immigrants, and establish a policy of realism and practical field-based and conducted. Second, a control tower is required for the strengthening of the Agency’s policy function and phase. Third, it should be clear the vision in policy formulation. Bilingual education and intercultural understanding education should be the goal. Fourth, work distribution among the relevant ministries will also be conducted anew under the leadership of a new control tower, Fifth, the continuous establishment of policy based on regional characteristics of enforcement is needed. Outside of that, it had suggested the need for training of teachers by the learner group and pointed out that teacher training system according to current law has a number of limitations.
