국문 초록

본 연구는 소득공제제도, 사업소득포착률, 세율구간 등의 변화가 세부담 구조(누진도) 및 소득재분배에 미치는 효과분석을 목적으로 한다. 모의실험 결과, 소득공제의 축소 또는 사업소득포착률의 상승은, 소득세 부담의 누진도를 낮추기는 하지만, 세수가 증가하면서 총체적으로는 소득재분배 효과를 증대시키는 것으로 추정되었다. 반면에 기본공제를 확대하거나 사업소득세에 특별공제를 허용해주는 경우, 그리고 2007년 세법개정안처럼 세율구간을 상향조정해주는 경우에는 반대의 효과가 있는 것으로 분석되었다. 이와 같은 현상은 우리나라의 소득세 부담 구조의 특성, 즉 세부담의 누진도가 상당히 높은 반면 세수규모는 작은 편이라는 점에 기인한다.

영문 초록

This paper aims to estimate the redistributive effects of several tax reliefs including income deduction and changes in business income shares reported to the tax authorities. The simulation results suggest, in Korea, that a reduction in income deduction and a rise in reported shares of business income generally generate positive redistributive effects with increased tax revenue, even though the tax burden becomes less progressive. The results also suggest, however, that introduction of special deduction to the business income tax and an increase in tax brackets generally yield negative redistributive effects with decreased revenue, even though the tax burden becomes more progressive. These are because the income tax burden in Korea is very progressive with a smaller revenue portion, compared with many developed countries.
