조직청렴수준 인식에 관한 청렴시책 유형별 조절효과 분석

국문 초록

본 연구는 조직구성원의 청렴인식에 영향을 미치는 요인을 경험적으로 분석하고 반부패청렴시책의 유형에 따른 조절효과를 검증하는 것을 목적으로 하였다. 공공기관은 기관의 청렴수준을 향상시키기 위해 다양한 청렴시책을 집행하고 있다. 하지만 청렴시책이 의도한 효과를 달성하고 있는지 체계적인 검증이 이루어지지 못한 한계가 있다. 따라서 본 연구에서는 반부패청렴시책에 대한 효과성 인식이 청렴인식에 영향을 주는 윤리적 리더십, 부패친화적 문화, 청렴친화적 문화, 인사공정성이 청렴인식에 어떤 조절효과가 있는지 검증하였다. 분석결과를 살펴보면, 첫째, 청렴시책 중 관리자 책임성 강화시책과 부패통제시책에 대해서 효과적이라고 인식하는 집단이 그렇지 않은 집단과 비교했을 때 조직의 청렴수준을 긍정적으로 인식하는 것으로 나타났다. 둘째, 조직의 반부패청렴시책 중 부패통제시책만이 윤리적 리더십과 부패친화적 문화를 조절하는 효과가 있는 것으로 나타났다. 본 연구의 정책적 시사점은 다음과 같다. 첫째, 기관의 청렴수준 제고를 위해서는 인사공정성 제고를 위한 노력이 필요하다. 둘째, 조직 구성원의 청렴인식을 효과적으로 개선하기 위해서는 부패통제의 실효성 제고를 위한 방안 모색이 필요하다.

영문 초록

The purpose of this study was to empirically analyze the factors affecting the integrity perception of organizational members and to verify the moderating effect according to the types of anti-corruption and integrity policies. Public organizations are implementing various integrity policies to improve the integrity level of institutions. However, there is a limitation in that systematic verification of whether the integrity policy is achieving the intended effect has not been carried out. Therefore, in this study, we examined the moderating effect of ethical leadership, corruption-friendly culture, integrity-friendly culture, and personnel fairness that affect the perception of integrity on the perception of the effectiveness of anti-corruption and integrity policies. Looking at the results of the analysis, first, among the integrity policies, it was found that the group that perceived the managerial responsibility reinforcement policy and the corruption control policy as effective had a more positive perception of the organizational integrity level than the group that did not. Second, only the corruption control policy was found to moderate the effect of ethical leadership and corruption-friendly culture on the perception of organizational integrity. As policy implications from the results of this study, it is necessary to make efforts to enhance personnel fairness and to prepare measures to improve the effectiveness of corruption control.
