국문 초록

본 연구는 4차 산업혁명과 부패방지를 고찰하고, 팬데믹 이후의 4차 산업혁명과 공공관리의 방향에 대하여 논의와 모색을 시도하였다. 4차 산업혁명과 코로나19 팬데믹은 개인의 생활양식에서 경제사회에 이르기까지 변화를 발생시키는 변혁적 특성을 가지고 있다. 본 연구는 4차 산업혁명, 코로나19 팬데믹, 부패와 부패현상을 성찰하고, 팬데믹 이후의 4차 산업혁명과 공공관리의 방향성을 모색하였다. 본 연구의 결과는 코로나19 팬데믹 이후 4차 산업혁명과 공공관리의 방향으로 크게 1) 부패방지를 위한 논의와 방향성 설정, 2) 시대변혁에 따른 의식의 전환과 수용성 확보, 3) 코로나19 팬데믹 이후 부패방지와 공공관리의 방향 등으로 제시된다. 세부적으로, 본 연구는 코로나19 팬데믹 이후 4차 산업혁명과 부패방지를 위하여 부패방지를 위한 논의와 방향성 설정의 필요성을 제안한다. 이를 위하여 (1) 부패방지의 방향성과 체계에 대한 논의, (2) 4차 산업혁명의 이슈와 부패방지체계의 연동, (3) 부패방지의 참여와 거버넌스의 구성, (4) 부패방지를 위한 윤리규범에 대한 논의와 재설정, (5) 의사결정왜곡에 대한 논의와 대응 등을 통한 제도적 장치의 설정과 제도화 등을 제시하였다. 이와 더불어, 이 연구는 4차 산업혁명에 기인한 시대변혁에 대응하는 의식의 전환과 수용성 확보를 강조한다. 이를 위한 노력으로 (1) 의식전환과 사회적 수용성 확보를 위한 논의 및 방향성 설정, (2) 조직체계와 참여구조의 구체화, (3) 일련의 프로그램과 정책에 대한 논의와 모색, (4) 집행체계와 구조의 구체화, (5) 제도화와 제도적 장치의 필요성, (6) 부패방지와 인권의 연동 등을 제안하였다. 마지막으로, 본 연구는 코로나19 팬데믹 이후 부패방지와 공공관리에 대하여 논의의 필요성과 방향성 설정의 필요성을 제기하였다. 그 내용은 (1) 4차 산업혁명에서 정부조직과 관료제의 도덕적 해이와 부패방지에 대한 논의와 방향성 설정, (2) 적정수준의 정부규모와 정부관료의 권한에 대한 논의 및 설정, (3) 정부-기업-전문가집단-제3섹터-시민 등 거버넌스 체계 구성, (4) 제3섹터와 시민 등에 대한 일련의 교육프로그램 설계 및 제공, (5) 시민들의 직ㆍ간접적인 감시체계에 대한 논의와 설계 등이다. 본 연구는 코로나19 팬데믹 이후, 4차 산업혁명과 부패방지에 대한 시사점을 제공하고자 논지를 전개하였다. 궁극적으로, 이 연구는 4차 산업혁명과 부패방지를 통한 인간의 존엄성 확보와 인권존중을 바탕으로 한다. 이를 바탕으로, 본 연구는 코로나19 팬데믹 이후, 4차 산업혁명에서 부패방지를 위한 공공관리의 방향성을 모색하고, 타진하고자 시도하였다. 이 연구가 후속연구에 시사점을 제공하길 바라며, 연구를 종결하였다.

영문 초록

This study examines the 4th industrial revolution and anti-corruption, and attempts to discuss and explore the direction of the 4th industrial revolution and public management after the pandemic. The 4th industrial revolution and the COVID-19 pandemic have transformative characteristics that cause changes from individual lifestyles to economic and social life. This study examines the 4th industrial revolution, the COVID-19 pandemic, and the phenomenon of corruption and corruption, and seeks the direction of the 4th industrial revolution and public management after the pandemic. The results of this study are largely in the direction of the 4th industrial revolution and public management after the COVID-19 pandemic: 1) discussion and direction setting for anti-corruption, 2) change of consciousness and securing acceptability according to the change of times, 3) Corona 19 fans It is suggested as the direction of anti-corruption and public management after the pandemic. In detail, this study suggests the need for discussion and direction setting for anti-corruption for the 4th industrial revolution and anti-corruption after the COVID-19 pandemic. To this end, this study, (1) discuss the direction and system of anti-corruption, (2) link issues of the 4th industrial revolution and anti-corruption system, (3) participation in anti-corruption and composition of governance, (4) corruption Discussion and re-establishment of ethical standards for prevention, and (5) discussion and response to decision distortion were proposed. In addition, this study emphasizes the change of consciousness and securing acceptability in response to the change of the times caused by the 4th industrial revolution. As an effort for this purpose, this thesis provides (1) discussion and direction setting for changing consciousness and securing social acceptability, (2) concrete organizational system and participatory structure, (3) discussion and search for a series of programs and policies, (4) proposed the concrete enforcement system and structure, (5) institutionalization and the necessity of institutional arrangements, and (6) inter-locking anti-corruption and human rights. Finally, this study raised the need to discuss anti-corruption and public management after the COVID-19 pandemic and to establish a direction. This paper includes (1) discussion and direction for moral hazard and prevention of corruption in governmental organizations and bureaucracies in the 4th Industrial Revolution, (2) discussion and establishment of appropriate levels of government size and authority of government officials, (3) composition of government, business, expert group, 3rd sector-citizens governance system, (4) designing and providing a series of educational programs for the 3rd sector and citizens, (5) discussing and designing direct and indirect monitoring system for citizens. This study was conducted to provide implications for the 4th industrial revolution and anti-corruption after the COVID-19 pandemic. Ultimately, this study is based on securing human dignity and respecting human rights through the 4th industrial revolution and anti-corruption. Based on this, this study attempted to explore and explore the direction of public management for anti-corruption in the 4th industrial revolution after the COVID-19 pandemic. It is hoped that this study will provide implications for following studies, and the study was terminated.
