국문 초록

정부의 재원조달 및 지출활동을 포함하여 조세수입, 국공채 발행, 재산 매각 등을 통해 국방·외교 등의 역할과 재원의 배분으로서의 재정작용은, 투명하게 공개하여 재정에 대한 민주적 통제를 강화하는 것이 중요하다. 재정정보의 관리는 재정정보를 투명하게 공개함으로써, 국민의 알권리를 보장해준다는 점에서 정부의 책임성을 강화함과 동시에, 궁극적으로는 국민으로부터 정책에 대한 이해를 높이고 참여를 증진시킬 수 있다. 최근 지방자치의 정착과 발전을 위하여 제도적으로 재정분권을 확대함에 따라 지방재정규모 또한 커지고 있고, 이에 상응하는 패러다임으로 지방자치단체의 재정운영에 대한 책임성 및 투명성 확보를 요구하는 목소리가 커지고 있다. 지방자치단체의 재정운용의 책임성과 투명성을 제고하기 위해 우리나라는 지방재정정보를 주민에게 공개하도록 되어 있고, 이는 몇 번의 개정을 거쳐 한계를 개선하여 왔다. 그러나 재정의 투명성에 관한 주요 국제적 기준에 대해서 살펴보았을 때, 우리나라의 재정정보공개는 몇가지의 한계점을 가지고 있다. 국제적 기준으로서 강조되는 충분한 정보와, 적절한 시기, 그리고 정보의 정보의 정확성의 관점에서 우리나라는 정보의 정확성 측면에서 내용의 세분화가 부족하였고, 충분한 정보의 측면에서 공시되는 내용이 독립적인 감시기구에 의해서 심의를 한다는 점이 미비하였다. 또한 주민이 필요로 하는 내용을 이용가능하게 제공한다는 측면에서 우리의 재정정보 공개는 정보공개 이후의 논의의 장이 미비하는 점도 있다. 국제적 기준에 맞추어 우리나라의 지방재정정보 시스템을 모두 완전하게 개선하기에는 국가마다 배경이 다르기 때문에 어려울 수는 있겠지만 여러 국가의 국제적 흐름에 맞추어 우리나라의 재정정보공시시스템이 개선되기 위해서는 절차와 내용적으로 보완되어야 할 것이다. 지방재정투명성이 보다 강화될 수 있도록 재정정보공개 등 제도적 장치를 보완해야 하며, 지방의회 기능 강화 및 주민참여를 활성화하여 자치단체의 재정운영에 대한 관리기능을 강화해야 한다.

영문 초록

Finance is the government s fund-raising and spending activities, which means allocating funds to basic roles such as defense and diplomacy, social welfare and education through tax revenues, issuance of government bonds and sale of property. It is important that these fiscal actions be transparently disclosed to strengthen democratic control of the finances. By transparently disclosing financial information, the management of financial information can strengthen the government s responsibility in that it guarantees the people s right to know, while ultimately enhancing understanding of policies from the people and promoting participation. As the government has recently expanded its fiscal decentralization system for the settlement and development of local autonomy, the size of local finance has also been increasing, and voices calling for the local government to secure accountability and transparency in its financial management have been growing in the corresponding paradigm. In order to enhance the responsibility and transparency of local governments financial management, the nation is required to disclose local financial information to residents, which has improved its limits after several revisions. However, when we look at major international standards on financial transparency, the disclosure of financial information in our country has some limitations. In terms of sufficient information emphasized as an international standard, the appropriate timing, and the accuracy of information, Korea lacked the segmentation of the contents in terms of information accuracy, and it was insufficient to deliberate on the contents disclosed in terms of sufficient information by independent monitoring bodies. In addition, the disclosure of financial information is insufficient in terms of providing the contents needed by residents. Although it may be difficult to fully improve the nation s local financial information system in line with international standards, it will have to be supplemented in procedures and content in order to improve the nation s financial information disclosure system in line with the international trend of various countries. Institutional devices, such as financial information disclosure, should be supplemented so that local financial transparency can be further strengthened, and the management functions of local governments should be strengthened by strengthening the functions of local councils and activating residents participation.
