국문 초록

본 연구는 우리 사회의 청렴수준 제고와 관련하여 사회통합과 국가청렴도와의 관계를 검토하였다. OECD 국가의 사회통합 수준과 국가청렴도와의 관계를 살펴보기 위해 사회통합지수와 부패인식지수와의 상관분석을 실시하였다. 상관분석 결과 사회통합지수와 부패인식지수간의 상관관계가 통계적으로 유의미하였다. 또한 사회통합 수준이 높은 국가의 국가청렴도 수준이 전반적으로 높은 것으로 나타났다. 부패는 공동체의 사회통합 의지를 저해하는 요인으로 작용할 수 있다는 점에서 국가의 사회통합 수준이 국가의 청렴수준에도 영향을 줄 수 있다. 따라서 부패행위 자체에만 초점을 맞춘 부패방지전략은 그 효과를 기대하기 어려울 수 있다. 부패는 공동체의 법제도, 경제문화, 정치제도가 반영된 사회체제의 결과물인 점을 고려할 때, 부패행위를 유발하는 법제도, 경제문화, 정치제도를 개선할 수 있는 지속가능한 국가청렴시스템을 구축할 필요성이 있다.

영문 초록

This study examines the relationship between social integration and national integrity in relation to the enhancement of the integrity level of our society. In order to examine the relationship between the level of social cohesion and the level of national integrity in OECD countries, a correlation analysis was conducted between the social cohesion index and the corruption perception index. As a result of the correlation analysis, the correlation between the social cohesion index and the corruption perception index was statistically significant. In addition, it was found that the level of national integrity in countries with a high level of social cohesion was generally high. Corruption can act as a factor that hinders the will of the community to integrate into society, and the level of social integration can also affect the level of integrity in the country. Therefore, anti-corruption strategies that focus only on corruption itself may not be effective. Considering that corruption is the result of a social system that reflects the legal system, economic culture, and political system of the community, it is necessary to build a sustainable national integrity system that can improve the legal system, economic culture, and political system that causes corruption.
