국문 초록

지대는 기회비용을 상회하는 수익으로서 ‘정부의 인위적 개입으로 인해 발생하는 이전금’을 의미한다. 본 연구는, 중앙정부의 지원금이 지방정부 간 경쟁으로 인해 공유지의 비극을 초래할 수 있는 한정된 재원이라는 점에 주목하였다. 중앙정부에 대한 지방정부의 재정적 의존도가 높을수록 지방교부세, 국고보조금 등 중앙정부 이전재원을 더 많이 배분받으려는 유인이 발생한다. 이 과정에서, 경쟁우위를 위해 지방정부가 지대추구라는 비생산적인 활동을 하면 부패가 발생할 가능성이 높아지기 때문이다. 이에 본 연구는 2012년부터 2017년까지의 국민권익위원회 청렴도 측정 결과, 중앙정부 이전재원 자료를 활용하였으며, 226개 기초자치단체를 대상으로 지대가 부패 수준에 미치는 영향을 검토하였다. 분석결과는 지대는 부패 수준에 유의미한 영향을 미치는 것으로 나타났다. 구체적으로 1인당 중앙정부 이전재원 규모로 측정한 지대는 지방자치단체 종합청렴도, 내부청렴도와 유의미한 부(-)의 관계를 나타냈다. 분석결과, 지대는 부패 수준을 감소시키는 것으로 나타났기 때문에 지방자치단체 재정지원과정에서의 부패 발생을 차단하기 위해 중앙정부의 공정하고 투명한 재원 배분이 필요하다. 지방자치단체가 요구하는 재원규모의 타당성 검증, 필요한 재원 산정기준, 지방자치단체의 노력도에 대한 판단기준 등이 공정해야 하고, 지원 결과에 대한 충분한 이의절차가 마련되어 있어야 하며, 지원과정에서 부당한 영향력이 개입될 소지를 방지해야 할 것이다.

영문 초록

Rent is a return that exceeds the opportunity cost and refers to ‘transfer money generated by the government’s intervention’. This study focused on that the central government’s fiscal transfers is a limited resource that can lead to the “tragedy of the commons” due to competition between local governments. This study used data from the central government transfer funds from the results of the Anti-Corruption and Civil Rights Commission integrity measurement from 2012 to 2017. The effect of rent on corruption level was reviewed for 226 local governments. The analysis result showed that rent had a significant effect on the level of corruption. The rent, measured by the per capita central government’s fiscal transfers showed a significant negative relationship with the overall integrity and internal integrity of local governments. Therefore, In order to prevent corruption in the process of financial support for local governments, the central government s fair and transparent allocation of resources is necessary. First, the verification of the validity of the financial resources required by the local government, the standards for calculating the necessary financial resources, and the standards for judging the degree of effort of the local governments should be fair. Second, sufficient objection procedures should be prepared for the application result, and the possibility of undue influence from being involved in the application process should be prevented.
