국문 초록

2020년대 초 학령인구 감소위기가 본격화되면서 사학비리와 부실한 운영으로 인해 지방 고등교육 생태계 붕괴 상황이 두드러짐에 따라 대학평가를 통한 사후적인 선별조치로 재정을 지원하기보다 이러한 폐단을 근원적으로 차단할 수 있는 체계가 필요하다. 이 논문은 사학비리를 예방하고 처리할 수 있는 방안으로 가칭 지방고등교육자치위원회 설립을 통한 공영형 사립대학 제도 도입을 제안한다. 연구방법으로 사립대학이 한계대학으로 전락한 배경과 현황 그리고 사학비리와의 관계를 논하고, 2020년에 생산된 공영형 사립대학 실증연구보고서 3편에 소개된 대학과 지역사회의 협력 방법과 이 제도에 대한 지역민의 인식을 고찰한다. 이어서 지방 사립대학 공공성 확보의 필요성을 강조하고, 그 방안으로서 공영형 사립대 제도와 관련한 담론을 살핀 뒤 지역사회가 참여하는 지방고등교육자치위원회의 신설을 제안한다. 연구결과 2000년 이후 폐교된 18개교 중 절대다수가 사학비리와 연루되어 결국 부실한 운영으로 종료되었다는 점에서 이를 가장 효과적으로 관리·감독할 수 있는 공영형 사립제도를 도입해야 한다고 주장한다. 또한, 지방고등교육자치위원회가 지역민을 대표해서 한계대학의 공영화와 폐교문제 처리 그리고 공영형 사립대학 선정 및 관리를 투명하고 공정하게 할 수 있을 것이다. 이 연구는 2004년까지 급속하게 감소하게 될 학령인구와 입학정원 때문에 발생할 수 있는 지방 고등교육 환경의 변화에 대한 대안을 제시함으로써 고질적인 사학비리를 근본적으로 해결할 수 있는 방안을 제시한 점에 의의가 있다.

영문 초록

As the crisis of the school-age population decline has been in full swing in the early 2020s revealed the collapsing situation of the local higher education ecosystem due to the corruption and poor management of private universities, it is found that the system that will block out such a negative effect by the roots rather than the financial support that is made ex post facto through university evaluation. This essay suggests to introduce the system of publicized private universities through establishing a tentatively named Regional Higher Education Autonomous Committee as a way to prevent and deal with private school corruption. As a research method, this article shows the background and current situation of the universities collapsing from general private ones and its relationship with the corruption of private universities, and then observes the method and system of cooperation between universities and local communities introduced in the Empirical Research Reports on publicized private universities produced in 2020 and the perception of local people about it. Next, the paper emphasizes the necessity of securing the public nature of local private universities and proposes the establishment of a regional autonomous committee for higher education in which the local community participates after examining the discourses related to the university system. As a result of study, it is argued that a public-run private system, which can manage and supervise these issues most effectively, should be introduced, as the majority of 18 universities that have been closed since 2000 were involved in corruption and ended in poor management. In addition, the Regional Higher Education Autonomy Committee will be able to transparently and fairly handle the publicization and closure of collapsing universities, and the selection and management of publicized private universities on behalf of the local people. This study is meaningful in that it suggests a way to fundamentally solve chronic private university corruption by suggesting alternatives to changes in the local higher education environment that may occur due to the rapidly decreasing school-age population and admission quota by 2004.
