전문가 델파이 조사를 이용한 장애인 복지차 발전 방향에 관한 연구

국문 초록

본 연구의 목적은 장애인의 이동권과 접근성 보장을 위한 전문가들의 의견을 통해 장애인 복지차 발전방향을 제시하고자 한다. 장애인 복지차와 관련된 정책과 연구 및 현장에 있는 학계, 관료(정부기관 및 민간기관), 현장 전문가 등 100명을 선정하였고, 이중 델파이 1, 2, 3차 설문조사를 통해 50부를 회수하여 자료를 분석하였다. 자료 분석 결과 첫째, 우리나라도 장애인복지차의 개발과 발전을 위해 장애인 복지법 하위법령 또는 장애인 복지차 특별법과 같이 독립된 법률체계를 형성하여 타 법률과 상호 연계하는 것이 보다 효율적이라 할 수 있다. 둘째, 일본의 완성차 주도형, 영미형 차량개조 전문개조업체 주도형의 장단점에 따라 장애인 복지차가 상생할 수 있는 방안으로 우리나라의 실정에 맞는 선진국의 혼합형 생산모델을 구축하는 것이 필요하다. 셋째, 정부 각 부처의 장애인 차량 개조 지원금과 보험회사와 연계하여 보험 적용 범위의 확대가 필요할 것으로 사료된다. 넷째, 장애인들의 의견을 반영할 수 있는 장애인 복지차에 대한 필요성 이슈화와 홍보 촉구 및 인식 개선이 가능하도록 돕는 역할이 매우 필요함을 알 수 있다. 다섯째, 장애인 복지차 구입과 밀접한 요소로써, 장애인 고용률(2.24%)과 월평균 소득(63만원)이다. 이는 장애인 복지차 구입의 주 대상이 중증장애인인 것을 감안하면 장애인 고용율과 월평균 임금 역시 정책적으로 상향 조정이 되어야 할 것이다.

영문 초록

The objective of this study is to suggest a developmental direction for the disabled vehicle through the opinion of experts in order to ensure mobility right and accessibility of the disabled. 100 persons including public officials, experts and activists in the field of institutional research institute, academic circle and government authorities concerned relevant to disabled vehicle were selected and through Delphi s 1st, 2nd and 3rd questionnaire, 50 copies were recovered and its data was analyzed. As a result of data analysis, it is considered that;First, in order to develop and promote disabled vehicle, it would be more efficient for our country to establish an independent legal system such as a special law relevant to disabled vehicle and link it with other laws mutually. Second, as a way of win-win strategy for disabled vehicle based on merit/demerit of main model of Japanese finished automobiles and that of U.K., American type vehicle modification manufacturers, a production model mixed (combined) with model of advanced countries that may be suitable for our country s reality is required to be established. Third, expansion of insurance application range (limit) linked with funding for disabled vehicle modification supported by the authorities concerned of the government and insurance company is considered to be required. Fourth, it could be realized that making issue for the necessity of disabled vehicle and its publicity promotion that may reflect opinion of the disabled and a role of enabling improved recognition are definitely required. Fifth, another issue is regarding employment rate (2.24%) and average monthly income (\630,000) of the disabled which are closely related with provision (purchase) of disabled vehicle. Considering that the main target of purchasing disabled vehicle is the severely disabled, employment rate and average monthly income of the disabled is required to be increased institutionally as well.
