국문 초록

우리나라의 코로나19 대응은 발생 초기부터 최근까지 전세계적으로 모범국으로 평가받고 있다. 하지만, 최근 코로나19 신규 확진자가 매일 1,000여명을 넘어서면서 ‘3차 대유행’이 시작되었다는 우려가 커지고 있다. 물론 이러한 현상은 한국의 특수한 상황으로 보긴 어렵고 전세계적으로 유사한 추세를 보이고 있다는 점에 주목하여 연구를 진행하였다. 즉, 최근 급증하고 있는 코로나19 감염자 수가 우리나라만의 특수한 상황이라면 인간 본연이 가지고 있는 심리적 기제인 인지편향적 관점에서 접근하긴 어려웠을 것이다. 따라서 이 연구에서는 이러한 인지편향의 한 유형인 정상화 편향의 개념을 살펴보고 위기상황에서 이를 개선하기 위한 방안을 리스크 커뮤니케이션의 시각에서 모색해 보았다. 우리나라는 2017년에 WHO 합동외부평가를 실시한 뒤, 대체로 긍정인 평가를 받았지만 리스크 커뮤니케이션과 관련된 정보전달, 위기소통 영역은 개선의 여지가 있는 것으로 나타났고, 이러한 요소를 중심으로 개선방안을 모색해 보았다.

영문 초록

With the spread of COVID-19, the world is facing an unprecedented economic and health crisis. Against such extreme situation, Korea is becoming a sign of hope and a model to follow. But Daily new COVID-19 cases surpassed 1,000 here, raising concerns that a third wave of the pandemic is beginning to hit the country. This research was conducted that this phenomenon is difficult to see as a special situation in Korea, and is a similar trend around the world. In other words, if the number of people infected with COVID-19, which is rapidly increasing recently, was a special situation unique to Korea, it would have been difficult to approach it from the perspective of cognitive bias, the psychological mechanism inherent in humans. Therefore, in this study, the concept of normalcy bias, which is one type of cognitive bias, was explored from the perspective of risk communication to find a way to improve it in a crisis situation. In Korea, after conducting the WHO joint external evaluation in 2017, it was generally positively evaluated. But it was found that there was room for improvement in the areas of information transmission and risk communication related to risk communication, and I tried to find ways to improve around these factors.
