국문 초록

본 연구는 한국의 대표적인 국가 지도자인 박정희와 김대중이 구사한 한미동맹정책을 한국의 국가이익이라는 관점에서 설명하고 있다. 한국전쟁을 전후로 동북아 지역에 현대 국제정치 질서가 수립되는 과정에서 한국과 미국은 서로를 동맹 파트너국가로 선택하였고, 이후 한미동맹은 한국의 국가이익에 가장 중요한 영향을 미치는 역할을 담당하였다. 현대 국제질서에서 체결된 모든 동맹이 ‘유기체적’인 성격을 가지듯이, 한미동맹 역시 동맹 체결의 순간부터 다양한 ‘동맹 균형점’을 찾아 지속적으로 이동하였다. 박정희와 김대중 두 지도자가 추구한 대미외교관계 역시 이러한 동맹 균형점이라는 차원에서 될 수 있다. 기본적으로 두 지도자는 한미관계를 바라보는 인식과 그 실천전략에 있어서 상이한 특징을 보였다. 하지만, 박정희와 김대중이 가졌던 대미관계의 인식과 전략을 각각 ‘동맹’과 ‘자주’로 특징짓는 것은 옳지 않다. 무엇보다도 ‘동맹’과 ‘자주’는 각기 ‘유화’와 ‘갈등’을 의미하는 것이 아니기 때문이다. 본 연구가 보여주듯이 박정희와 김대중은 한미관계에서 한국 외교관계의 핵심적인 변수들인 ‘북한’과 ‘미국의 패권적 역할’ 그리고 ‘동북아 안보 환경’을 중심으로 각자의 시점에서 이해한 국가이익을 적극적으로 실현하고자 하였을 뿐인 것이다.

영문 초록

This research shows that the two most representative national leaders of Korea, PARK Jung-hee and KIM Dae-jung, very closely associated their understanding of the Korea s national interest with their strategies on the ROK-US alliance. While formalizing the post-War international relations in the Northeast Asian region, the ROK and the U.S. chose each other as her strategic alliance partners. After that the ROK-US alliance has been the most critical factor in terms of the realization of Korea s national interest. Like most of the alliance partnerships created under the sovereignty-based international society, the power balance between ROK and U.S. has been searching for a new settlement point all the time. Korea s alliance strategies to the U.S. under both PARK Chung-hee s and KIM Dae-jung s leaderships can be explained on the perspective of the power balance between the alliance partners as well. Shortly speaking, it is incorrect to understand Park s and Kim s alliance strategies as alliance first or independence first. Rather the two leader s US policies were the outcomes of the complex considerations of all the different diplomatic variables such as North Korea, US hegemonic role, and Northeast Asian security environment.
