북핵문제에 대한 러시아의 인식과 정책적 지향

국문 초록

이 논문은 그동안 선행연구에서 간과되었던 중국과의 입장차를 중심으로 북핵문제에 대한 러시아의 인식과 정책적 지향을 분석하고 있다. 북핵문제는 러시아에게 있어 기회이자 도전이라는 복합적인 문제로 인식된다. 첫째로, 북핵문제는 중국이 인식하는 것만큼 직접적이지는 않지만, 러시아 국가안보에 대한 중대한 위협이 된다. 둘째, 북핵문제는 러시아의 경제이익 실현에 대한 심각한 장애를 조성한다. 셋째, 그러나 북핵문제는 한반도 문제에 개입할 수 있는 정치적 기회를 제공한다. 이러한 인식에 입각하여, 북핵문제에 대한 러시아의 정책적 지향은 크게 세 차원에서 전개되고 있다. 먼저, 북핵문제의 평화적 해결을 통한 한반도 비핵화이다. 그러나 중국이 안보딜레마를 중심으로 이 문제를 고민한다면, 러시아는 전략적 안정의 차원에서 바라보고 있다. 다음으로, 러시아는 북한 체제 보장을 통해 경제적 이익을 실현하고자 한다. 베이징이 북핵문제에 있어 안보이익을 우선적으로 고려하는 반면, 모스크바는 경제이익의 실현에 더 적극적인 관심을 보이고 있다. 마지막으로, 러시아는 적극적 참여와 중재를 통하여 동북아와 한반도에서 정치적 입지를 강화하고자 한다. 이러한 지향에 기초하여, 러시아는 북핵문제 해결과정에서 보다 직접적인 안보적 위협을 느끼는 중국에게 주도적인 역할을 떠넘기면서, 경제적 이익과 정치적 이익 실현을 위한 노력을 경주하고 있다.

영문 초록

This study seeks to analyze Russia s perspectives and policy orientations on the North Korea nuclear problem in comparison to China s stance on the matter. The article argues that Russia regards North Korea s nuclear program as a very complex one –but also as a chance as well as a challenge. Firstly, the North Korea nuclear problem is a significant threat to Russia s national security, but one that is less immediate than for China. Secondly, the North Korean nuclear problem is a major obstacle to realization of joint economic projects. Nevertheless this seemingly worrisome issue provides a golden political opportunity of engagement in the North-East Asia security problem as well as the Korean problem. In this regard, Russia shows three policy orientations on this issue: the denuclearization of the Korean Peninsula by a peaceful solution; the realization of economic interests by guaranteeing the North Korean regime certain economical carrots; the strengthening of its political position in North-East Asia and on the Korean Peninsula by active participation and arbitration in the Six-Party Talks. Being based on this three policy orientations Russia has, on the one hand, kept apace with China for promoting denuclearization on the Korean Peninsula by peaceful solution. On the other hand, leaving China with a leading role, Russia will continue its efforts to realize its economic and political interests in the area.
