국문 초록

이 글의 목적은 90년대 초 세계화 과정과 21세기 초 글로벌 테러와의 전쟁에서 새롭게 등장하고 있는 초국가적 위협들에 대한 현상을 이해하고 분석하는 것이다. 많은 위협들 중에서 이 글은 글로벌 차원의 테러, 마약밀매, 조직범죄에 초점을 맞춘다. 그러한 분석을 통해 초국가적 위협들에 대한 경향과 전망을 탐구하고 그에 대한 적절한 대안을 제시한다. 이 글의 분석틀은 국가안보와 인간안보를 통합하는 내에서 파악을 시도할 것이다. 왜냐하면 새로운 초국가적 위협들은 기존의 국가중심의 국제정치이론으로는 설명력을 갖추지 못하고 있기 때문이다. 그러한 새로운 분석틀 하에서 안보개념은 더욱 유용성의 힘을 발휘할 수 있고 실질적인 정책제안의 토대를 마련할 수 있다.

영문 초록

The goal of this paper is to understand and analyze the phenomena of transnational threats which are newly rising in the process of globalization in the 90 s as well war on terror in the 21st century. Among many threats this thesis is to concentrate on terrorism, drug trafficking, and organized crime in the global dimension. From such analysis this paper explores a trend and a prospect toward transnational threats as well as offers some appropriate alternatives about it. For this, this will be attempted an analytical framework which integrates both national security and human security. It is not easy to explain with existing state-oriented international political theory about new transnational threats. Under such a framework the concept of security will be able to display the more powerful explanation and prepare the base of practical policies.
