오바마 정부의 기후변화 정책 분석 및 전망

국문 초록

기후변화에 대응하기 위한 국제적 노력이 성공하려면 미국이 온실가스 감축 의지를 갖고 지도력을 발휘해야 한다. 오바마 정부는 과거 미국 정부들과는 달리 국제적, 국내적으로 적극적인 기후변화 대응정책을 펼 것임을 선언하고 있다. 그런데 오바마 정부의 선언, 외교행위, 입법과정 등에도 불구하고, 미국이 기후변화 문제에 관해 진정 변화하고 있는지 회의론이 아직도 강하게 존재하고 있다. 그러한 회의론의 근거는 오바마 대통령의 의지가 감퇴했다는 점, 오바마 정부의 기후변화 외교에 큰 성과가 아직 없다는 점, 의회의 기후변화 입법 가능성이 낮다는 점, 반대하는 산업체의 영향력이 크다는 점, 미국인들은 기후변화 문제에 대해 무관심하다는 점이다. 이와 같은 회의론들은 모두 어느 정도 설득력을 지니고 있다. 그러나 오바마 정부의 기후변화 정책은 여러 가지 차원에서 과거와는 다른 근본적 변화 가능성을 내포하고 있다는 것이 본 논문의 주장이다. 즉, 대통령의 전략적 접근, 관료들의 구성, 예산배정․CAFE강화․EPA를 통한 온실가스 규제 등의 국내정책, 다자적 양자적 외교행위의 방향, 의회 입법의 내용 및 과정, 산업체의 변화, 환경단체들의 역할, 여론의 이해 등을 통해 오바마 정부의 기후변화 정책이 실제로 변화하고 있고, 지속적으로 변화할 수 있는 조건이 확대되고 있다는 사실을 본 논문에서 밝히고 있다.

영문 초록

American leadership is essential in attaining effective international agreements combatting climate change. The Obama government, unlike its predecessors, pledges to make and conduct an active climate policy at domestic and international levels. However, despite its announcement, diplomatic conduct, and legislative process, there is still strong skepticism about the feasibility of the policy change of the Obama government. Five related arguments constitute such skepticism: Obama s strong will to fight climate change has disappeared, there is no apparent achievements in climate diplomacy of this government, there is little chance in legalizing the climate bills in the Congress, the industry which opposes to regulating greenhouse gas emissions plays great influence in decision making processes on climate change, and American people are not concerned about climate change issue. These arguments are not groundless. However, this article maintains that the climate policy in the Obama government is fundamentally different from that of his predecessors. For instance, domestic policy such as budget allocation, CAFE reinforcement, and greenhouse gas regulation by the Clean Air Act and international policy through the U.N. process, MEF, and bilateral cooperation with China manifest apparent differences from the policy of the Bush administration. We can also understand and forecast real change in the policy by observing the profile of high-level decision-makers in this administrations, the contents and process of legislation in the Congress, favorable change in the industry, enhanced role of the environmental groups, and the leadership s proper understanding of public opinion. In these regards, the policy in the Obama era is considered to depart from the past and to develop further in this direction.
